2.1 Purpose of the assignmentSNV Kenya through the IYBA SEED is seeking a qualified consultant or consultancy firm to support the Micro and Small Enterprises Authority (MSEA) to develop monitoring tools with clear and measurable performance indicators. MSEA’s mandate includes promoting, developing, and regulating micro and small enterprises (MSE’s) in Kenya. SNV Vietnam is seeking a highly qualified national candidate to fill the position of Monitoring and Evaluation (“M&amp;E”) Officer for its programme.Monitoring and Evaluation (M&amp;E) is crucial for the high-quality implementation of projects and the development and evidencing of our approaches. M&amp;E facilitates data-driven decision-making by showing whether results are coming about as expected, and whether adjustments to project strategies, assumptions, and our approaches are needed. TRVC’s M&amp;E approach is based on a set of quality criteria that support teams to use M&amp;E throughout the project life cycle, from design to closure, to test project strategies, inform potential adjustments and learn what impact the project is having. In practice, M&amp;E means constant analysis, reflection, and improvement of our work – enabling successful tailoring of approaches to local problems and contexts and full transparency for our donors and partners. Enabling Environment & Partnership Advisor – ABC project

Methodology and Scope:The methodology  includes collecting quantitative and qualitative data on gender dynamics, social barriers, and inclusion efforts. This might include participatory methods (i.e. derived from GALS) Key informants, focus groups, stakeholder consultations, data analysis. A sample of communities for the research in the two target areas is required. The research builds on earlier research done by other projects such as PROFEB, LLL, ADB-BCC, IFAD-FAO-WFP. Also, findings of ongoing Value Chain studies where gender components have been studied needs to be taken into account. Based on the findings the consultant should provide practical recommendations for GEDSI mainstreaming and specific targeted activities in the communities. The research will need to be conducted coordinating with AFDC, local authorities and the Lao Women’s Union. Overview of the Role:The Advisor for Inclusive and Resilient WASH Systems Strengthening (Province) will support all project activities at provincial and local level requiring technical support, coordination, and influencing for gender, disability, and socially inclusive and climate resilient WASH systems strengthening.The key roles for the Advisor for Inclusive and Resilient WASH Systems Strengthening (Province) will be:(I) Providing technical support, coordination, and influencing for gender, disability, and socially inclusive and climate resilient WASH systems strengthening through the four outcomes below:<ul><li>Development of provincial WASH legal framework supported in two provinces, ensuring inclusive, resilient, and sustainable, safely managed sanitation and hygiene service delivery in rural areas</li><li>Institutions strengthened for supporting LGs in two provinces in preparing evidence/MIS-based WASH plans and budgets and improving public finance flows, and using them to make progress on inclusive, resilient, and sustainable, safely managed sanitation and hygiene service delivery inrural areas</li><li>Mutual accountability strengthened between three tiers of government through political advocacy for prioritisation, commitment, and financing for WASH, focusing on inclusive, resilient, and sustainable, safely managed sanitation and hygiene service delivery in rural areas</li><li>Knowledge, learning and evidence from the programme used to inform practice related to WASH systems strengthening, with a focus on inclusive, resilient, and sustainable, safely managed sanitation and hygiene service delivery in rural areas.</li></ul>(II) Creating enabling environment for project activities with all relevant government, civil society, private sector, and development partner stakeholders in province, and strong vertical (federal, local government) and horizontal collaboration at provincial level.(III) Contributing to project data collection and reporting as per project requirement.(IV) General- Assignments agreed mutually with Project leader or assigned by the Project leader for achieving the project deliverables and outcomes from the perspective of inclusive and climate resilient WASH systems strengthening.The Advisor reports directly to the Project Leader of WS4H and collaborates closely with all other Project, Sector and SNV Nepal team members.

Advisor, Inclusive and Resilient WASH Systems Strengthening

Responsibilities<ul><li>Develop and maintain strong partnerships and collaborations with ecosystem actors within the RA-PURE nexus, including ministries, local government authorities, private sector, civil society and partners.</li><li>Liaise with Project Manager to provide operational guidance and support to programme activities, including developing work plans, budgets, and a competency table within financial responsibilities and mandates. </li><li>Provide support in knowledge development, case studies, testimonials and documentation of the evidence and results from the project interventions, including the business models or cases.</li><li>Provide leadership, strategic direction and guidance to the Pathway Leads on the project activities and interventions, to ensure coherence in quality implementation and reporting.</li><li>Coordinate with the Project Finance Officer (PFO) to undertake quarterly budget monitoring and variance analysis for the project and support in reviewing and tracking spending to adhere to annual budgets.</li><li>Provide technical guidance and mentorship to project teams and partners, enhancing their understanding of opportunities and challenges on integration of productive use of renewable energy technologies in agriculture.</li><li>Support project teams and partners in appraising productive use of energy solutions, to identify technological, financial or governance issues which may hinder the intended impacts of using renewable energy in agriculture.</li><li>Provide strategic direction to RA-PURE actors in Uganda to reflect and rethink the linkages between agri-food and energy to create alignment &amp; synergies in implementing RA-PURE nexus initiatives.</li></ul>

Deputy Project Manager (RA-PURE) – Seas of Change
