Job Description

The American Flood Coalition is a nonpartisan group of more than 250 elected officials, local leaders, military groups, and businesses that have come together to advocate for national solutions to sea level rise and flooding. The Coalition advances resilient and equitable solutions that support adaptation and recovery in flood-affected communities and protect our nation’s residents, economy, and military installations. With a uniquely singular focus on flooding and sea level rise, a creative approach to finding solutions, and an appreciation for deep community partnerships that leverage existing efforts, the Coalition seeks to significantly improve how communities around the country adapt to flooding and sea level rise.

Position Summary

We are seeking an innovative, strategic, and collaborative individual to lead and develop a new team within the organization which will be responsible for implementing key people policies, organization design, and business procedures in support of the Coalition’s mission, vision, and culture. The Head of People & Operations will spearhead initiatives that fortify the Coalition’s positive atmosphere and culture of equity and inclusion, especially by augmenting performance management, employee relations, and organizational development initiatives. AFC is on a robust growth trajectory, having doubled in size over the last year and projecting another 50% growth in the next year, so the ideal candidate will be passionate about scaling financial and people operations for a small organization during a period of evolution. This is a full-time position reporting to our Executive Director and reporting to our headquarters in Washington, DC; however, the role will be remote until we transition back to our office, which is currently closed for the safety of our staff due to the COVID-19 pandemic.

Responsibilities 

  • Shape HR systems and strategy to support team growth in alignment with AFC’s values, including but not limited to: employee relations, performance management, compensation bands, and organizational development
  • Bolster the organization’s infrastructure for sustainable expansion by reviewing legal, HR, and finance portfolios to ensure compliance, overseeing general resource management functions, and collaborating with our PEO
  • Lead the organization in cultivating and maintaining a culture of diversity, equity, and inclusion
  • Serve on the senior leadership team, participating in key decisions pertaining to strategic initiatives, resource allocation, and operational execution
  • Evaluate long term strategy and advise on organizational development to ensure that our talent, systems, and policies scale as we continue to grow 
  • Develop annual operational budgets, track grant spending, and streamline accounting processes in conjunction with an external accounting vendor 

Qualifications 

  • 8+ years of experience in developing and implementing people strategies and systems for an organization undergoing rapid growth; nonprofit and/or start-up background preferred
  • Demonstrated ability to balance functionality with innovation when shaping policies around performance management, employee relations, and organizational development
  • Proven track record of applying a diversity, equity, and inclusion lens to every aspect of operations portfolio
  • Background developing annual operational budgets and overseeing bookkeeping processes; exposure to grant reporting and tracking strongly preferred 
  • Prior experience managing vendors, and related contracting and invoicing
  • Outstanding communication and interpersonal abilities
  • Bachelor’s degree required; SHRM-SCP or similar certification strongly preferred
