Summary This position is part of the Office of Environmental Management - Richland Operations Office, Department of Energy. As a Information Technology Specialist, you will apply principles and objectives of information management and technologies, including hardware and software, data and applications to improve the performance of technical and management functions within the program. Provide expert technical advice, guidance and recommendations on critical IT issues. Responsibilities As a Information Technology Specialist, you will: Provide in-depth and independent technical guidance, services, technologies, advice, and recommendations to DOE senior leaders and act as a technical lead of federal and contractor IT professionals maintaining DOE systems, networks, and connectivity. Serve as a leader or member on various standing information management boards, committees and working groups, as well as ad-hoc groups convened by DOE offices. Maintain a broad scope of technical expertise and knowledge on current and emerging technologies and evaluates their impact on DOE networks and systems. Serve as a recognized expert who advises the executive-level and top management officials in the areas of on-line data systems, desktop applications, work-related Internet applications, and structured programming and analysis needed to meet user requirements. Serve as a leader or member on various standing information management boards, committees and working groups, as well as ad-hoc groups convened by DOE offices. Maintain awareness of the interpersonal climates of the organization, DOE HQ, and other agencies involved with the mission of cybersecurity and security risk mitigation. Requirements Conditions of Employment Qualifications BASIC REQUIREMENT: You must meet the four IT Competencies listed AND the Specialized Experience to qualify for this series as described below. IT COMPENTENCIES: GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. To become a 2210 IT Specialist in the federal government, you must have IT-related education or experience equivalent to the next lower grade level in federal service in the following four competencies: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level. Specialized experience for this position is defined as meeting ALL of the following: Identifying issues related to IT software and hardware that may impact the mission goals; AND Researching new concepts or processes to improve the performance of IT software and hardware; AND Providing recommendations and analysis on IT software development and programming used in environmental safety programs. SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level. Specialized experience for this position is defined as meeting ALL of the following: Providing technical guidance to assist with tasks involved in IT software Quality Assurance issues and implementation of software policies; AND Reviewing IT software and Quality Assurance programs life cycle documents, procedures, and training; AND Verify IT software development and testing used in environmental safety management programs meets Quality Assurance programs requirements and policies. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
