BPC is currently seeking a senior policy analyst to join the Energy Project and help lead the team’s energy innovation portfolio. The BPC Energy Project team is a dynamic and fast-moving group focused on the development of pragmatic, durable federal policies that responsibly transition the U.S. to a low-carbon economy, invest smartly in the next generation of energy technologies and infrastructure, and maintain economic growth

 

The Senior Policy Analyst, Energy Innovation position requires strategic development and execution of a broad range of energy innovation priorities, including leading coordination for BPC’s American Energy Innovation Council (AEIC). The Senior Policy Analyst will leverage and apply their expertise to assess data and produce research insights; identify policy opportunities to advance energy innovation in the U.S.; draft memos, policy briefs, and communications products; and help manage external relationships with key stakeholders to build effective coalitions for federal policy action. 

 

Responsibilities

PLANNING AND PROJECT MANAGEMENT

  • Develop and implement an innovation project plan with internal team and external advisors, including meeting agenda development, stakeholder engagement plans, and research plans 
  • Facilitate communication and collaboration among AEIC principals’ representatives, BPC staff, and stakeholders
  • Liaise with the BPC’s communications, legislative, and development teams
  • Devise and manage public events, such as panel discussions and workshops, to advance policy, education, and outreach goals
  • Coordinate with BPC team members, consultants, and external experts in support of BPC’s energy innovation work

RESEARCH AND ANALYSIS

  • Conduct research and technical analysis of energy innovation issues 
  • Track and evaluate relevant federal legislation, legislative proposals, and administration policies and programs
  • Evaluate the technical, economic, and political prospects for a broad range of policies related to energy innovation—including federal R&D programs, tax policies, and financing authorities, among others

Draft reports, white papers, issue briefs, fact sheets and other written products 

Identify policy opportunities and recommendations that can garner bipartisan support 

Integrate and synthesize contributions from multiple authors into technical written products, reconciling inconsistencies 

COMMUNICATIONS

Draft external “thought leadership” products (i.e., blogs, white papers, op-eds)

Assist in enhancing BPC’s profile on social media and other digital platforms 

Communicate complex ideas clearly, simply, and convincingly to both technical and non-technical audiences  

  • Represent the BPC Energy Project with external stakeholders in a credible manner and with ease 
  • Develop and implement strategies in coordination with BPC’s communications and advocacy staff to advance the BPC’s energy innovation goals
  • Cultivate collaborative relationships with key stakeholders and support engagement with stakeholders, policy leaders, and Congressional staff 

 

Qualifications

Basic Requirements

  • Advanced degree in economics, public policy, science and technology studies, engineering, or a related discipline. Applicants with bachelor’s degrees and directly relevant work experience (e.g., Congress, DOE) will also be considered.
  • 4+ years in the fields of policy development or business related to energy R&D, technology development, or finance.
  • Excellent quantitative and research skills 
  • Excellent written and verbal communications skills with experience synthesizing complex scientific or technical topics for non-technical audiences 

Strong team player who maintains a collegial and collaborative spirit while also taking ownership over work products 

Ability to thrive in a bipartisan organization 

 

Preferred Capabilities

  • Familiarity with Department of Energy programs and budgets is highly desired.
  • Proven critical thinking/problem-solving skills and ability to grasp “big picture” concepts as well as granular complexities.
  • Highly flexible and adaptable to changing circumstances, capable of working independently and in a team environment.
  • Strong ability to manage and prioritize multiple tasks with often overlapping deadlines while maintaining a high degree of thoroughness and accuracy.
