What You’ll Be Doing

 

The Cadmus Group is seeking qualified candidates for the position of International Recruiter for an opportunity to support the full lifecycle of new business opportunities. The selected candidate will be responsible for leading recruitment of key personnel for specific opportunities identified by the company, from the capture to proposal submission stage, ensuring the polished presentation of proposed candidates to demonstrate their suitability for the proposed position. The candidate will play a critical role in supporting Cadmus’ capture and proposal processes and work closely with the International Development Division Business Development team and opportunity-specific capture and proposal teams.

 

The International Recruiter will report to the Business Development Director.

 

This is an ideal opportunity for a seasoned recruiter looking to apply their talents across the full business development lifecycle to contribute to the growth of a dynamic company pursuing a mix of USAID, MCC, and other client awards.

Responsibilities

  • Develop staffing strategies and lead recruitment for qualified candidates internationally and domestically for new business/proposal development
  • Contribute to the preparation of personnel-related sections of proposals, and formatting and editing CVs
  • Develop creative recruiting strategies and proactively build an ongoing pipeline of qualified candidates to ensure future talent needs are met
  • Negotiate salary and benefits with potential candidates
  • Coordinate as necessary with Cadmus’ HR and Contracts departments
  • Leverage social networking and other recruiting technologies and tools to connect with a broad and diverse talent network
  • Build and maintain relationships with networks of consultants and maintain firm’s consultant database
  • Represent Cadmus at international development career fairs and networking events
  • Provide timely and accurate status reports to the Business Development Director, and identify, assess, resolve, and/or escalate issues as needed
  • Support development/refinement of proposal recruitment processes and procedures to ensure efficiency and cost-effective talent sourcing and seamless integration with the proposal development process
  • Adhere to the organization’s policies and procedures and apply them consistently throughout duties

Qualifications

Required Qualifications:

  • Bachelor’s degree in business, political science, international development, or related field
  • 7+ years of recruitment experience on USAID-funded international development proposals/projects
  • Demonstrable knowledge of and deep interest in currents and trends in international development
  • Evidence of strong organization skills and ability to multitask when facing tight deadlines
  • Application of innovative and creative approaches including the use of social media to sourcing and identifying US, international and local technical experts
  • Understanding of the relationship between the proposal recruitment and proposal development process
  • Demonstrated ability to multi-task, meet deadlines, and process information in support of changing activities on a self-directed basis and to support others to meet deadlines
  • Strong knowledge of Microsoft Office suite (mastery of Word, Teams/SharePoint, PowerPoint, and Excel preferred)
  • Strong attention to detail in terms of tracking a variety of requirements, tasks, and priorities
  • Strong verbal and proven written communication skills

Preferred Qualifications:

  • Proficiency in Spanish, French, Arabic, or another language commonly used in relevant country contexts 
  • Knowledge and experience supporting proposal and/or projects for MCC, USTDA, or DFC 
  • Preference for candidates that have recruited USAID Chiefs of Party, senior technical experts, and other related candidates for USAID economic development (private sector development, trade, public financial management, finance and investment, digital transformation, and gender and social inclusion); environment, climate, and resilience; and governance-related proposals and/or projects

Candidates must be eligible to work in the United States as a U.S Perm Resident or U.S. Citizen.

The minimum starting salary for this position is $120,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
