Digital Forward Background

Launched in February 2024, the Digital Forward Mechanism aims to bolster USAID and implementing partner efforts to design, support and implement digital technology programs; accelerate open, inclusive, and secure digital ecosystems; and disseminate knowledge within USAID and the development community on the digital technology’s best practices, successes, and lessons learned from programs. The Activity will implement work that advance two mutually reinforcing objectives:

  • Objective 1: Support USAID with Digital Development-focused technical assistance, research, training, strategic thinking, digital-sector partnerships, and behavior change that will equip USAID programming for the digital age, and
  • Objective 2: Support the growth of open, inclusive, and secure digital ecosystems in partner countries through work with USAID.

Responsibilities

The Cybersecurity Advisor will be responsible for providing technical assistance and advisory services to GoJ in the design and implementation of its cybersecurity efforts. The Cybersecurity Advisor will be embedded within the Cyber Incident Response Team Division (JaCIRT) in the Office of the Prime Minister. The Cybersecurity Advisor will also play a role to ensure USG and GoJ efforts are integrated.

 

Activity Tasks:

 

  • Advise the GoJ on technical cybersecurity aspects of project design, implementation, monitoring, and evaluation
  • Identify and draft Terms of Reference for IDB and USAID-funded procurements
  • Assist in the coordination, drafting and editing of proposals, answering potential providers questions in collaboration with the Director JaCIRT, and collaborating with the JaCIRT in making selection recommendations to GoJ
  • Provide technical inputs to GoJ on the monitoring and evaluation of project activities, including feedback on procurement deliverables
  • Develop a cybersecurity awareness-raising strategy for users of GoJ IT systems
  • Participate in the Coordinated efforts of the OPM and the Ministry of Education and Youth (MOEY) to assess Jamaica’s post-secondary cybersecurity programs
  • Participate in technical dialogue with stakeholders, coordinated by the JaCIRT, regarding project activities
  • Provide mentorship, capacity building support, and knowledge sharing to promote sustainability, collaboration, and integration to members of the JaCIRT and other designated stakeholders in the Jamaica’s Cyber Ecosystem
  • Other technical assistance and advisory services to be identified by the Director of the Jamaica Incident Response Team (JaCIRT) and approved by the Permanent Secretary

Activity Deliverables:

TORs and/or procurement documentation including, but not limited to:

  • Cybersecurity tools (hardware, software licenses and platforms) and services for prevention, protection, and monitoring
  • Cybersecurity maturity evaluation and audit services
  • National Cyber Risk Assessment
  • Implementation of the National Critical Infrastructure Protection Plan
  • Critical infrastructure operator support such as sensors, table-top exercises, awareness, and any other support as identified
  • Capacity building for cybersecurity of regulatory bodies, sectoral monitoring, and collaboration initiatives
  • National incident information exchange service
  • Public education and awareness campaign(s
  • Training plan to upgrade professional and cybersecurity skills for people with public-sector and critical infrastructure cybersecurity responsibilities. Provide knowledge sharing and capacity engagement, as necessary
  • GoJ internal cybersecurity awareness raising strategy
  • Participation in the assessment of post-secondary cybersecurity programs, as a part of the coordinated efforts of the OPM and MOEY

Qualifications

  • Bachelor’s degree in computer science, Information Security, or a related field and a minimum of five (5) to seven (7) years’ relevant experience

  • Possess a high level of expertise in cybersecurity practices, controls, and regulations

  • Demonstrate strong analytical skills to assess intricate security details and articulate their implications

  • Ability to effectively prioritize and execute tasks in a high-pressure environment

  • Ability to conduct research into IT security issues and products as required

  • Ability to present ideas in business-friendly and user-friendly language

  • Team-oriented and skilled in working within a collaborative environment

  • Excellent written, verbal and interpersonal communication skills

  • Excellent customer service and relationship-building skills

  • Specialized knowledge and advanced skills in the tools, concepts, practices and procedures of security incident management, threat intelligence and continuous monitoring

  • Knowledgeable of security-related processes with respect to Federal risk and compliance regulations best practices

  • Ability to read, analyze, develop and interpret common information systems security documents

  • Excellent critical thinking skills with ability to identify, analyze and resolve problems / complex issues

  • Ability to effectively work both independently and in a team environment for the successful achievement of goals

 

Preferred skills & qualifications:

Master’s degree, or equivalent, preferred.

 

Travel:

The position is based in Kingston, Jamaica.  No additional travel is estimated.

 

Security:

This activity will allow the advisor to access GoJ’s sensitive internal information and Protected Computers systems. Additionally access to installed proprietary and customized COTS may be required in order to facilitate the completion of tasks. Such access will be provided on an as needed basis.
