Are you a data analyst ready to make an impact in the energy industry? California Energy Commission (CEC) is hiring a Refinery Operations and Fuels Analyst Lead to perform complex engineering and economic analysis focused on the petroleum refinery production of transportation fuels, transportation fuels supplies, and imports/exports of crude oil. This opportunity is an Electric Generation System Specialist II (EGSS II) state classification in the Transportation Fuels Market Unit (TFMU) of the of the Fuels Analysis Branch within the Energy Assessments Division (EAD).

EAD assesses California's electricity, natural gas, petroleum, and transportation systems and trends to provide information to the state's decision makers and the public. These assessments inform the development, and implementation, of energy policies that balance the need for adequate resources with economic, public health, safety, and environmental goals.

Our Transportation Fuels Market Unit (TFMU), within the Fuels Analysis Branch (FAB), collects and analyzes transportation fuels data relating to production, supply, market prices, etc., and uses the data to prepare reports and analyses for the California Energy Commission (CEC), and state energy policy makers. TFMU’s reports also contribute to the CEC’s Integrated Energy Policy Report, the state’s primary energy policy report.


Desirable Qualifications:

  • Experience leading a technical program or other analytic function.
  • Ability to direct, motivate, and supervise staff to produce quality work products.
  • Ability to effectively write, review, and edit technical program information.
  • Ability to gather, compile, analyze, interpret, and communicate written and numerical research data.
  • Excellent analytical skills and the ability to reason logically and creatively while analyzing a variety of analytical techniques.
  • Experience in energy related analysis and forecasting.
  • Database management, spreadsheets, models, and graphics.
  • Intermediate to Advanced skills with Microsoft Excel, Microsoft Word, and coding languages such as SAS, R, or Python.

** Telework option is available, but hired candidate must reside in California before starting.
