Job Description
Job Summary:
Designs, develops, modifies and evaluates instrumentation and control (I&C) and electrical systems and equipment, components and instrumentation used in industrial applications. In particular this work will be working on the design of process systems, mechanical equipment, mechanisms found in nuclear power plants, commercial and government nuclear fuel processing plants, chemical plants, refineries and power plants. All work may be required to be completed per the requirements of ASME NQA-1, 10CFR50 and 10CFR21 so familiarity and experience working within the rigors of those QA standards is a plus. Position requires individual to determine design approaches and parameters.
Prepare design and procurement specifications, design basis documents, systems design descriptions, proposals, whitepapers, trade studies models, drawings and calculations. Develop and give presentations (e.g. Power Point) to colleagues, customers and management.
Duties will be affiliated w/ motion control engineering and design, Control System Design, PLC Programming and HMI Development. Utilizing Rockwell Automation RSLogix/Studio 5000 will be required with this position.
Selects components and equipment based on analysis of specifications and reliability. May also review vendor capability to support product development. May use computer-assisted engineering, design and modeling software and equipment including MATLAB to perform assignments. Applies principles and techniques of electrical and general engineering to accomplish goals. Works on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Relies on extensive experience and judgment to plan and accomplish goals. A wide degree of creativity and latitude is expected determine methods, techniques and evaluation criteria for obtaining results. May supervise the activities of others.
Essential Duties and Responsibilities include the following. Other duties may be assigned. (NOTE: If candidate does not have experience with certain aspects of essential duties such as PLC Programming w/ a certain type SW please apply. Multiple positions may be available.)
- Performs engineering, design and analysis related to the design, development, and implementation of instrumentation and control and electrical systems and equipment used with and to support process, mechanical and electrical hardware systems and equipment.
- Engineer and design Plant Computer Systems
- PLC Programming using Rockwell Automation RSLOGIX/Studio 5000. Siemens SIMATIC Step 7 is a plus
- HMI Development using Rockwell Automation RSLOGIX/Studio 5000
- Prepare design and procurement specification , design basis documents, system description documents, white papers, trade studies and presentations. This requires strong technical writing and communication skills.
- Prepare proposals, scopes of work, cost and schedule estimates and basis of estimates
- Prepare, control narratives and perform engineering associated with the development of functional control logic diagrams, block diagrams, wiring diagrams and schematics.
- Develops test strategies, devices, and systems.
- Prepare test plans and procedures
- Plan and implement research methodology and procedures to apply principles of electrical theory to engineering projects
- Analyzes equipment to establish operating data, conducts experimental tests and evaluates results
- Operate computer-assisted engineering and design software and equipment to perform engineering tasks. May include AutoCAD, SolidWorks, Visio, MATLAB.
- Prepares and studies technical drawings, specifications of instrumentation and controls and electrical systems, to ensure conformity to standards and customer requirements
- Generates architecture for functional components and assists with product architecture
- Delivers hardware designs through prototype, beta, and production release in compliance with product development process and quality practices
- Supports existing products by troubleshooting and failure analysis
- Generates architecture for functional components and assist with product architecture
- Participates in technical design reviews of existing designs and peer reviews
- Compile data and write reports regarding existing and potential engineering studies and projects
- Documents and demonstrates solutions by developing documentation, flowcharts, layouts, diagrams, and charts
- Provides information by collecting, analyzing, and summarizing development and service issues
- Awareness and understanding of advanced technology and its applicability to company products
- Develops statement of work, prepares related schedules for broad set of engineering activities within discipline or related discipline
- Develop budgets, estimating labor, material, and construction costs
- Briefs others on deliverables, status and progress
- Daily availability to include evenings and weekends when necessary to reach goals and deadlines.

Supervisory Responsibilities
This job has no supervisory responsibilities but may provide technical leadership to lower-level Engineers including carrying out lead responsibilities in accordance with applicable regulations and laws and the organization’s policies and procedures. This includes, but is not limited to training employees, planning, assigning, directing work and resolving technically related work problems.

Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. - 10 years plus experience as an instrumentation and controls engineer.
- Strong technical writing skills and ability to prepare design and procurement specifications, design basis documents, system description documents, proposals, scopes of work, white papers, reports, trade studies. Must be Proficient with MS Office Programs (Word, Excel, Etc.)
- Ability to design and engineer instrumentation and control (I&C) and electrical systems. Previous commercial or DOE nuclear experience a strong plus.
- Perform PLC Programming and HMI design and development using Rockwell Automation RSLogix/Studio 5000 SW.
- Design and engineer systems and equipment requiring motion control
- Perform control system integration with Adams Hexagon using MATLAB
- The following are pluses:
- Ability to utilize Electrical Analysis packages such as ETAP or SKM to perform load flow, short circuit, harmonic analysis, motor starting, AC and DC Arc Flash studies and protection/ coordination studies for low voltage systems of moderate complexity.
- Experience with developing calculations using the Nuclear qualified version of ETAP is preferred.
- Expert level knowledge of industry standards NFPA 70, NFPA 70E, NFPA 79, and UL 508A.
- Certified UL-508A Manufacturer Technical Representative (MTR) a plus
- Working knowledge of EMI MIL standards, NUREGs, IEEE grounding standards, IEEE color books, IEC and DOE electrical standards is preferred.
- Ability to conceptualize an electrical design of high complexity for nuclear and non-nuclear projects during the bid phase of projects.
- Ability to prepare engineering and design documents requiring the rigor and detail of NQA-1, 10CFR50 Appendix B or equivalent.
- Ability to mentor entry level and junior level engineers.
- Ability to effectively communicate (orally and in writing), coordinate w/ teammates and colleagues, provide counsel and input to supervisors, engineers and designers in other disciplines and others in non-engineering positions. Work in a collaborative and team oriented environment
- Lead or serve as oversight on electrical designs and FAT testing per customer ISA 9001 or NQA-1 requirements for commercial and DOE customers.
Education and/or Experience
Bachelor's degree (B.S.) from four-year college or university in a related field (e.g. electrical engineering, mechanical engineering, mechatronics engineering etc.) and a minimum of 10 years of directly related experience and/or training; or equivalent combination of education and experience. Master's degree (M.S.) and a minimum of 8 years of directly related experience is admissible.

Other Skills and Abilities
- Basic Knowledge of ISO and/or AS9100
- Working knowledge of Lean Manufacturing/6 Sigma/Kaizen
- Knowledge of specific software (design, analysis, ERP…)
Other Qualifications
- Active PE License preferred.
- Willingness to stamp and certify designs under responsible charge.
- US Citizenship with ability to attain/maintain government security clearance.
