AECOM is seeking a Program Controls Manager to be based in San Francisco, Sacramento or Los Angeles, CA.

JOB SUMMARY:

This selected Programs Controls Manager will work on one of AECOM's major infrastructure programs. Their function is primarily responsible for ensuring that a client program is delivered in a controlled way, by building and operating a control framework which aligns the dependencies and resources of all the program's elements in order to help overcome uncertainties, optimize resources, and achieve efficient, timely, and high-quality benefits and outcomes. They’ll support the development and management of policies and procedures establishing best practices related to program management and controls. 

JOB RESPONSIBILITIES:

  • Manages the scope, cost, schedule, risk, and quality of the program and its constituent projects, using rigorous planning, monitoring, and reporting systems. Core to this is the operation of planning, monitoring, and reporting mechanisms against a well-defined and controlled baseline. This allows the production and analysis of information to support decision making, assure quality, and communicate with stakeholders.
  • Provides the organization with technical leadership and strategic direction for program controls delivery.
  • Develop and Coordinate cost management updates to assist PCM’s, PC, CM’s and PC Leads with current Budgets, Actuals, Accruals, Forecasts and Changes.
  • Provides the organization with technical leadership and strategic direction for program controls delivery.
  • Establish and maintain a Program Controls system monitoring and reporting Scope, Schedule, Cost, Risk and Documentation progress against an agreed Baseline.
  • Developing expertise in applicable technical areas or an aspect of program controls for use by clients and peers to position or deliver programs.
  • Assume mentoring and training roles as requested and identifies high potential employees to management.
  • Establish and maintain a Program Controls system monitoring and reporting Scope, Schedule, Cost, Risk and Documentation progress against an agreed Baseline.
  • Manage and oversee the Change Management process (controlling updates to the Baseline) in concert with appropriate governance and interfaces with all other areas of the program esp. technical changes from engineering and commercial changes from procurement and contracting.
  • Ensure the timely operation of the required reporting systems both client facing and external stakeholders.
  • Advise the program director on the status of program delivery, proposing any actions required both in terms of improvements required and best practice that can be applied elsewhere or more widely in the program.
  • Manage the Program Controls team fulfilling Project Controls, Scheduling, Cost, Risk, Document Controls and Reporting functions.
  • Oversees the production and maintenance of accurate project schedules.
  • Expert understanding of schedule resource loading and leveling.
  • Establishes and maintains client relationships.
  • Review and analyze project program and oversee the production of accurate progress/performance reports.
  • Actively supports the attraction and retention of talent across area of expertise.
  • Developing expertise in applicable technical areas or an aspect of program controls for use by clients and peers to position or deliver programs.
  • Able to demonstrate personal development through mentorship of others.
  • Demonstrates exemplary leadership attributes that provide role modelling for others.
  • Demonstrated capability to implement a Programmatic Controls system applicable to AECOM’s client services, including programs of high complexity.
  • Able to lead and manage Controls teams through all phases of planning, mobilization, execution, and closeout consistent with established delivery processes to meet the scope, schedule, budget, quality and other specified requirements stated in the contract.
