What you need to qualify for this job (REQUIRED):

Experience: Broad, extensive (more than five years) and progressively responsible technical experience with a gas, electric, communications, or water utility, or with an allied industry involving familiarity with the operation of one of these utilities or with a utility regulatory agency. At least two years of this experience shall have been in a responsible administrative capacity. (Experience in the California state service applied toward this requirement must include at least one year in a class at least equivalent to Senior Utilities Engineer or Public Utilities Regulatory Specialist II.) and

Education: Equivalent to graduation from college with major work in engineering, economics, public policy, accounting, statistics or other related fields. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

This is an exciting leadership opportunity in the Zero-Emissions Vehicles Acceleration Branch of FTD. This position will serve as the highest-level resource specialist and will manage a team that is responsible for data management and analysis for all funded ZEV infrastructure by the Division, including program and meta data and charger utilization and reliability data.

This integral position will lead an innovative team responsible for building a centralized approach to data management and analysis for the first time in the Division. The unit will develop a software stack from scratch and operationalize data analysis that will be directly used by senior executive management, commissioners, the governor’s office, and the public. We are seeking someone with exceptional leadership skills, project management experience, and knowledge of data engineering practices and zero emission transportation. Sound exciting? Desirable Qualifications:

  1. Experience with leadership, principles, and practices.

  2. Ability to effectively motivate others and manage high-performance teams.

  3. Experience supervising a diverse team, managing individual and team performance, and coordinating a portfolio of project and program plans.

  4. Ability to proactively solve problems, identify and assess alternatives, and develop informed recommendations on complex topics.

  5. Knowledge of zero-emission transportation, zero-emission infrastructure, and ZEV policy and technologies.

  6. Knowledge of and experience with complex data management and analysis principles on large sets of data, with the ultimate goal of presenting meaningful insights to senior leadership and the public. It is highly desirable to have knowledge of and experience with building data management and analysis stack from scratch, including knowledge of the necessary platforms and data engineering.

  7. Ability to analyze technical information and data and summarize key takeaways for a variety of audiences.

  8. Advanced written and oral communication skills.

  9. Excellent attention to detail.

  10. Ability to resolve conflict.
