JOB OVERVIEW

CNPSA is seeking a results-driven professional with CANDU refurbishment knowledge, experience, and skills, to join our team of dedicated leaders in Romania in the role of Manager Procurement Engineering and Document Control supporting Cernavoda Unit 1 Refurbishment program.  

 

Reporting to the Director Refurbishment Engineering, the Manager Procurement Engineering and Document Control will utilize their refurbishment experience to achieve project objectives on time, on budget and in compliance with applicable quality assurance and safety standards 


KEY ACCOUNTABILITIES 

 


  • Manage and support team to deliver the procurement engineering and support services which include checking the completeness of the documents related to the components / equipment that will be newly installed or replaced and the acceptance of these documents, respectively the manufacturing file (history docket), drawings and specifications of the manufacturer, maintenance procedures, etc. 
  • Ensure these documents are loaded in Asset Suite and applicable program modules; 
  • Provide support in drawing up the necessary documentation for the acquisitions established within the scope of the refurbishment project;  
  • Oversee the development of procurement status reports, ensuring that risks are identified and escalated when required;  
  • Assist in vendor management for procurement activities, sending out requests for quotations (RFQs), issuing Purchase Requisitions (PREQs), obtaining vendor progress reports, expediting when required and maintaining delivery dates with vendors; 
  • Ensure the information on new components/equipment installed is loaded in Asset Suite equipment database; 
  • Ensure the spare parts lists are loaded in Asset Suite for newly installed equipment/components (create or update Bill of Materials - BOM’s); 
  • Verify / assign SCN’s (stoke code number) for equipment, components, spare parts, etc.; 
  • Perform analyses to establish SCN’s equivalency; 
  • Cooperate with internal and external stakeholders on the resolution of technical problems; 
  • Coordinates implementation of the procurement engineering activities including development of the design documentation to support procurement engineering 
  • Develops and maintains or the governance and guidance for the entire engineering department 


EDUCATION 

  • Bachelor’s Degree (or higher) in Engineering is required. 
  • Professional Engineer of Ontario (PEO) license or eligible for PEO status with a passion for engineering is preferred but not required.

 

QUALIFICATIONS

 

  • Minimum of 10 years of progressive experience in Supervisor or Manager roles with a minimum of 5 years of experience working with CANDU Nuclear Power Plants;
  • Previous experience in the refurbishment and/or operation of a CANDU Station is preferred;
  • Extensive knowledge of Engineering/Construction/Environmental/IAEA related laws, regulations, and standards;
  • Coordinates the implementation of the configuration management of the project based on the changes in the design documentation
  • Comprehensive understanding of CANDU technology and operations;
  • A proven record of accomplishment in previous large projects in the nuclear field, with experience with procurement engineering activities;
  • In depth knowledge and experience of use of applicable quality standards for nuclear procurement;
  • Experience with project management and interfacing with project teams while coordinating inventory and part management for multiple projects;
  • Experience with vendor management, obtaining progress reports, expediting when required and maintaining delivery dates with the vendor;
  • Excellent problem-solving skills and experience in leading technical projects to successful completion;
  • Ability to communicate effectively, possess excellent oral and writing skills, and strong facilitation, negotiation, influencing, and presentation skills. Ability to present information clearly and effectively;
  • Ability to adequately disposition comments for other management staff;
  • High sense of personal accountability and sound judgment;
  • Ability to work collaboratively with others and lead in a team environment;
  • Demonstrated ability to deliver high quality products under tight timelines and high pressure to support unit restart schedules;
  • Ability to multi-task and prioritize work to meet objectives and targets;
  • Ability to make decisions based on established requirements, procedures, and practices;
  • Ability to communicate in Romanian is considered an asset.
