Position Type:Exempt

 

The Manager of Administration supports the General Manager and Assistant General Manager with very specific duties and contract deliverables including but not limited to financial tracking and reporting, invoice preparation and all local, state and federal reporting such as NTD reporting, EEO reporting and other required reporting.  This position is based in San Francisco, CA and is responsible for supporting the brokerage office of the SFMTA’s Paratransit program.

· Competitive compensation package with a salary that ranges from a minimum of $71,000 to a maximum of $88,000 DOQ

General Key Responsibilities:

· Directs aspects of daily brokerage & operations management specific to financial and other metrics.

· Provides guidance on strategic planning and direction to the staff.

· Manages some level of contract compliance particularly aspects related to billing, accounting

  and data collection/retention.

· Has shared responsibility for scheduling, performance evaluation, and staffing responsibilities

  for the facility's management staff.

· Other duties as required.

· Travel requirement outside of immediate area 10 percent:

 

Qualifications:

· High School Diploma or GED required

· Bachelor’s degree or equivalent in Business Administration, Logistics, Transportation or related

  field preferred.

· At least 3 years of responsible and high-level performance in reporting, contract monitoring,

  contract compliance and related work in the passenger transportation industry is required.

· Knowledge of relevant federal and state employment laws

· Thorough knowledge of laws, ordinances and regulations underlying the transit operation

· Thorough knowledge of the methods of operation of the transit system’s staff and operational

  departments

· Ability to deal with state and local government

· Ability to manage cost control and financial/budget experience handling multiple locations

· Working knowledge and proficiency with Microsoft Word, Excel and PowerPoint programs

· Strong written and oral communication skills; excellent presentation skills; ability to influence

  people at all levels of the organization

· Ability to organize and perform work efficiently, strong attention to details

· Subject to DOT drug testing and physical if applicable. DOT Regulation 49 CFR Part 40 does

  not authorize the use of Schedule I drugs, including cannabis, for any reason.

Physical Requirements:

· Must be able to handle a sometimes-flexible work schedule that is deadline driven.

· The employee is generally subjected to long periods spent sitting, typing, or looking at a

  computer screen.

· Work environment will be a in an indoor office setting 95% of the time.

SPECIFIC JOB DETAILS:

 

This position is designed to oversee and manage the development and submission of all financial information related to this project and to reconcile all financial matters for this project including data, reports, payroll/benefits administration, A/P and A/R.  This position also leads the Production of all federal, state and local reporting;  Proactively monitors and interprets changes to federal, state, and local regulations related to ADA paratransit to ensure ongoing compliance; Ensures timely renewal of all required regulatory licenses and permits; and, oversees compliance with all internal Transdev reporting and coordinates with Transdev Corporate personnel all matters related to financial reporting, budgeting, projections and will have input into some IT functions and the administration of all contracts including oversight of contract performance, contract correspondence, new procurements, all contract administration-related activities, etc.

General Duties:  Coordinates with all frontline managers responsible for the day-to-day functions of the SF Paratransit office to lead the planning and analytical responsibilities of the San Francisco office including all federal, state and local reporting; data generation; contractor payments; bank activity; internal Transdev reporting, etc. The person in this role must be capable of working independently and achieving a high level of productivity with little or no direct supervision. Workdays are Monday through Friday, 8 am to 5 pm, with occasional attendance at meetings and other work-related activities/projects outside the stated days/hours.  This position requires the ability to establish priorities and move quickly in a dependable and predictive manner while acting independently and possessing a flexible and adaptable demeanor.

At least three years of progressively increasing responsibility work experience in a fast-paced transit operations environment preferred with general knowledge of IT systems, financial systems and software, and report formatting. Must be able to communicate, both orally and in writing, in a concise, clear and professional manner and possess the ability to explain project-related information, particularly fiscal data.  Experience in leading and managing others and knowledge of contracts, contract management, reporting, information systems, experience with understanding federal, state and local laws is also required.  Oversight of coordination of federal, state and local reporting requirements such as FTA drug/alcohol testing standards, NTD reporting, MTC annual reporting, SBE/LBE/DBE monthly reporting, and other tasks such as review of Section 5310 grant applications, San Francisco taxicab ordinances and Muni minimum taxi requirements.
