JOB OVERVIEWReporting to the Senior Manager, Projects, the Section Manager will utilize their experience to lead multidisciplinary projects in support of LEP's isotopes business line. This role is accountable for leading matrix project execution teams including design, cost schedule, quality, material control and contract work. They will be responsible for optimization of project implementation. KEY ACCOUNTABILITIESWorking in accordance with prescribed safety procedures and regulations:<ul><li> Supervise professional and technical staff. Plan, organize, schedule, and coordinate work of staff. Assign tasks and provide instructions as required.</li><li> Develop work methods. Make effective recommendations to the Supervisor regarding staff issues in specified areas such as training, transfer, promotion, selection, and discipline.</li><li> Provide advice, administer, diagnose, and solve problems associated with Department facilities and specific project elements.</li><li> Define project objectives, scope, estimates, schedules, work plans and all resource requirements, (including equipment and staffing).</li><li> Integrate the efforts of all persons contributing to a project including the customer, planning, finance, engineering, estimating, etc.).</li><li> Receive assignments from Supervisor; Assess, evaluate, diagnose, identify, and recommend initial disposition of the problems as requiring (1) further review and investigation(s), (2) abandonment of the problem as being the best alternative. Prepare as required, and on receipt of authorization, detailed documentation of the proposal, such as equipment specifications, engineering calculations, installation, testing, operating and maintenance procedures.</li><li> Submit necessary documentation covering the complete proposal for forwarding to responsible bodies.</li><li> Maintain and/or update operating, and other specified Department procedures. Receive assignment(s) relating to procedures from Supervisor or initiate by identifying potential problems and opportunities for improvement. Discuss with various operating personnel or others, as required to ensure current practices are recognized in the procedure. Prepare new or revised procedures consistent with operating licenses, policies, principles, Department/Division standard practices, standing instructions, maximum safety of operation, minimal risk of damage or loss, optimum frequency of routines, efficient operation, and the like. Submit for review and approval. Execute technical surveillance program as required in assigned area(s) of responsibility.</li><li> Prepare reports to provide information and data in response to external requests. Initiate studies or investigations where opportunities for improvement are apparent. Collect, or arrange for collection, assembly and analysis of data associated with past events or operations. Prepare reports for distribution to various groups, outlining technical details of procedure, processes, results, or conclusions and the roles played by internal and/or external groups.</li><li> Review proposals received from internal or external sources related to assigned area(s) of responsibility. Discuss proposal with originator as necessary to suggest changes or revisions as appropriate. Recommend disposition of proposal to Supervisor in writing for review, and forward to approving authority.</li><li> Prepare or assist in the preparation of specifications, for purchasing requisitions for material, services, and equipment. As assigned, be required to approve designated specifications. Follow-up with procurement contact and provide necessary project technical services during field installation. Prepare recommendations for spare parts requirements for existing and new equipment.</li><li> Recommend research and development programs required to improve equipment, system(s), or unit reliability or performance, chemical control, material performance, rates, and the like. Follow-up on such research and development work, and participate in the coordination of same, as required.</li><li> Participate in training programs to further own development and the development of staff and others in terms of systems and equipment knowledge, including Department procedures related to same. Attend lectures, perform assignments, and write examinations. Prepare training material and provide lectures on specific topics, set, mark examinations and the like.</li><li> Lead the application of quality principles to the work of the Unit, through enhanced service and team approach.</li><li> Contribute to the preparation of the Department's annual budget. Be required to provide cost estimates for new products and update costs of existing projects for input into Departmental budgets. Monitor actual project costs, investigate and explain variances.
