The Policy Advisor, State Public Utility Commissions is responsible for promoting Project Canary’s policy objectives before state public utility and public service commissions. Experience working with utility commissioners, staff, and associated interest groups to advance policy objectives. This is not an entry-level position.

This person would be the primary advocate for electricity and natural gas policy changes at Public Utility Commissions (PUC’s). Work at the intersection of PUC policy development and implementation. Prime advocate the role of natural gas and RSG in enabling utilities and governments to achieve energy transition for and decarbonization objectives. Build and own the state-based market development strategy for RSG before various PUC’s. Internal and external subject matter expert on the development of Certified Responsibly Sourced Gas (RSG) markets within key states and utility commissions.

Requirements

  • Educate state public utility commissions, staff, and key stakeholders on the benefits of RSG, including environmental, economic and reliability
  • Deep understanding of key officials and procedures essential to implement PUC policy changes
  • Track record of developing and implementing innovative electricity and natural gas solutions before PUC’s
  • Collaborate with producers, transporters, and consumers to build strategies to support RSG adoption at the state level
  • Assist state officials in developing goals for RSG adoption
  • Build networks and coalitions to expand stakeholders calling for RSG adoption
  • Serve as key link to NARUC and other relevant state and national organizations and trade groups; work with NGO’s and consumer groups to highlight the environmental and economic benefits of RSG
  • Track, monitor, and analyze state utility commission agendas and associated regulatory filings
  • Represent Project Canary in meetings, hearings, and stakeholder groups
  • Develop and deliver testimony, regulatory comments, and presentations
  • Coordinate with internal teams and consultants on messaging, policy development, and strategy

Qualifications

  • Minimum of 7 years of experience working in energy, environmental, PUC and regulatory affairs
  • Bachelor’s and graduate degrees preferred but not required
  • Experience in electric utility, energy production, and pipeline transportation, policy and regulatory processes
  • Understand the relationship between state legislatures and PUC’s
  • Track record of successfully navigating PUC regulatory proceedings
  • Ability to speak and write clearly, accurately, and persuasively
  • Ability to effectively work under tight deadlines and manage projects independently
  • Resourcefulness in solving problems with limited resources
  • Excellent people skills and an upbeat and enthusiastic attitude
  • Strong organizational skills and keen attention to detail
  • Strong computer skills including Excel and PowerPoint
  • Ability to travel frequently as needed when it is safe to do so
