Job Description

Overview
As Sr Manager, People Operations & Talent Acquisition, you will help create and implement programs to support our culture and growth. You will play a significant role in building our teams as we scale. You will help drive NIO’s growth strategy with responsibilities that include establishing policies, managing relocation, immigration and benefits programs. You will be responsible for ensuring a seamless onboarding process, and collecting and maintaining critical HR data. You will also have an eye on NIO’s short- and long-term growth needs and a pulse of the broader brand landscape.

Responsibilities

  • General Responsibilities
  • Direct responsibility for end to end HR Service Delivery, HR Data and Records, Talent Acquisition, HR Vendor Management, and HR Compliance
  • Manage state and federal compliance, benefits administration including 401k, aspects of employee enablement, and onboarding/offboarding.
  • Manage all HR vendors (agencies, compliance, training, learning etc.), including contract renewals and compliance, issues management
  • Responsible for managing and maintaining our company-wide systems and processes.
  • You will lead and execute organizational improvements across HR programs, processes, systems.

  • Compliance and HR Policy Responsibilities
  • Maintain in-depth knowledge of legal requirements related to HR, reducing legal risks and ensuring regulatory compliance, especially with respect to all applicable federal, state and local labor laws, e.g., NLRA, EEO, FMLA, ADA, DOL, FLSA, and similar regulatory requirements.
  • Provide compliance support, including staying updated on compliance changes (e.g. laws, ordinances, policies, procedures); reviewing ACA compliance tracking; reviewing and implementing internal policies, practices, and procedures consistently across the staff; and, updating, improving and maintaining documentation to ensure compliance with applicable laws and obligations.
  • HR Lead on all HR work related to Internal Audits in partnership with Legal Operations and Data Security.
  • Coordinate with Legal on compliance policies including training compliance requirements, employee handbook, and other related as needed.

  • HR Data, Records and Responsibilities
  • Maintain and manage master data, all employee records and related documentation, and conduct regular audits of files.
  • Manage record keeping for personnel folders for all employees, ensuring that files are complete, accurate, and current.
  • Ensure employee data entry and data transactions are completed accurately and quality controls are in place and followed.
  • Responsible for all onboarding/offboarding/exit and other employee change data throughout employee lifecycle.
  • Own and execute creation and filing of key agreements (contracts and other documentation).

  • Talent Acquisition Responsibilities
  • Partner with internal entities to create comprehensive program strategy with a focus on technical talent. Manage relationships with key external organizations and groups to cultivate a strong partnership and enhance NIO’s brand in the employment marketplace.
  • Manage key campus relationships and develop a pipeline of candidates for NIO’s future needs
  • Attend networking events and industry conferences to build networks for NIO
  • Manage and take the lead on end-to-end conference and on-site event management: includes program mapping and planning, budgets, stakeholder buy-in, logistics, messaging (internal and external), developing content with engineers, and other core elements to successfully meet event objectives.
  • Build solid relationships with vendors, internal team members, and a wide range of stakeholders to manage expectations and ensure high-quality event management.
  • Post-event reporting, tracking and analysis.

  • Global Mobility Programs
  • Assist in development of all immigration and relocation programs and policies
  • Partner with respective vendors to ensure smooth processing of all immigration and relocation for the employees
  • Coaching and guiding employees on throughout the process

Qualifications

  • Bachelor’s Degree or equivalent work experience is required
  • Minimum 10 years’ experience in the People Operations/Recruiting/Human Resources field
  • Minimum of 5 years' managing a team
  • Strong knowledge of California and Federal regulation and compliance
  • Demonstrated discretion and outstanding judgment handling sensitive and confidential data
  • Excellent verbal and written communication skills with the ability to present complex and sensitive issues to senior management in a clear and persuasive manner
  • Excellent organization skills and attention to detail
  • Strong relationship building, excellent communication and presentation skills
  • Thrive in a collaborative team environment, taking initiative, executing on projects independently and being resourceful
  • Legally eligible to work in the United States

Preferred Qualifications

  • PHR/SHRM certified or graduate degree in Human Resources
  • Experience with Workday
  • Strong interpersonal skills, coaching and counseling skills are a plus
