The Planning, Monitoring and Evaluation Technical Advisor will report to Monitoring, Evaluation and Learning (MEL) Manager at SNV Rwanda, with a dotted line to the Project Manager (PM) for Youth Entrepreneurship in Agriculture-Rwanda (YEA-R) project / Power for Food Partnership (P4FP) Project in Rwanda. The Planning, Monitoring and Evaluation Technical Advisor (PME Technical Advisor) provides M&amp;E technical advisory services and leads on project level quality assurance processes, contributing to SNV’s operational excellence.  Responsibilities<ul><li>Provide leadership on quality assurance of Monitoring &amp; Evaluation (M&amp;E) at the project level.</li><li>Develop, review, and update the project’s Monitoring, Evaluation, and Learning (MEL) plan and framework to ensure alignment with the Theory of Change (TOC) and donor requirements.</li><li>Support Pause and Reflect sessions to define, redefine, and review project performance outcomes and output indicators, ensuring updates are accurately reflected in LogAlto.</li><li>Lead and coordinate annual work planning and reporting activities for the project, including data collection, analysis, and progress reporting.</li><li>Conduct MEL training and capacity building for project staff to ensure accurate and timely monitoring data collection.</li><li>(Co-)develop project M&amp;E frameworks, manage results and reporting, and oversee the M&amp;E data management platform.</li><li>Perform M&amp;E health checks and support project design and inception phases.</li></ul>
