You will be reporting to the Head of BlaBlaCar Spain and Portugal and working with the local team and a global team of Government Relations and Public Affairs Managers under the lead of our General Secretary. </span></div><br><br><h3>Your responsibilities</h3><ul><li><b>Lead BlaBlaCar's GR strategy in Spain:</b> Anticipate and influence policy trends, regulatory developments, and political decisions at national, regional, and local levels that could impact our activities.</li><li><b>Shape the regulatory framework for shared mobility:</b> Advocate for clear, fair, and enabling rules for carpooling, multimodal transport (bus, train, carpool), and digital mobility platforms.</li><li><b>Cultivate strong institutional and business networks:</b> Build and maintain senior-level relationships with public authorities, regulators, business associations, and private partners across the mobility and energy sectors.</li><li><b>Represent BlaBlaCar with credibility and influence: </b>Act as the company’s main spokesperson towards ministries, regulatory agencies, regional governments, and sectoral associations, defending BlaBlaCar’s interests in consultations, working groups, and public debates.</li><li><b>Develop and implement the Energy Savings Certificate (CAE - Certificados de Ahorro Energético) scheme for carpooling:</b> Advocate for a comprehensive and efficient framework, ensure a strong and precise implementation of the CAE system at BlaBlaCar, and manage relationships with both CAE public and private stakeholders.</li><li><b>Bridge Public Affairs and Business Development:</b> Translate regulatory changes into business opportunities, align PA actions with BlaBlaCar’s business priorities, and ensure regulations are turned into competitive advantages.</li><li><b>Drive negotiations and project delivery:</b> Lead complex, high-stakes negotiations with both public and private stakeholders to secure favorable conditions for BlaBlaCar and implement initiatives that improve performance and impact.</li></ul><h3>Your qualifications</h3><ul><li>8+ years of experience in government relations, public policy, lobbying, or a related field, ideally linked to the mobility, travel or energy industry in Spain. Proven track record of successfully influencing policy outcomes and building effective relationships with government officials.</li><li>Strong analytical abilities, strategic thinking and business sense. Demonstrated ability to identify, negotiate, and deliver strategic partnerships or projects that generated tangible business impact.</li><li>Deep knowledge of the Spanish political, regulatory, and mobility landscape, with the ability to anticipate trends and translate them into actionable strategies.</li><li>Exceptional communication and interpersonal skills, with the ability to articulate complex policy and business positions clearly and persuasively to diverse audiences. Native Spanish speaker and full working proficiency in English.
