Position Summary: AEA seeks a highly skilled Senior Government Grants and Contracts Accountant to play a key role in streamlining and handling the overall grants management process for the organization. Key highlights of the role include pre- and post-award management of government grant and contract funding, timely invoicing supported by the general ledger, analysis, and timely communication of over/underspending, supporting program staff in properly monitoring contract spending, and leading government funder audits. This position reports to the CFO (Chief Financial Officer) and will be responsible for the management and reporting of a $20M portfolio of government awards.The ideal candidate will be experienced in managing and improving processes; vital to the role as the individual will work in collaboration with and under the supervision of the CFO, as well as partnering with the programs and the senior accounting manager to develop efficient workflows that facilitate timely follow through and deliverable submission to funders.Essential Duties and Responsibilities: Grants Management<ul><li>Responsible for streamlining and following through on the end-to-end grants management process to include all pre-and post-award activities</li><li>Manage the contracting process among various stakeholders to bring grants online, to include interpreting funder guidelines, preparing budgets in collaboration with program staff and coordinating online and paper submissions</li><li>Maintain contract documents and related materials in an orderly and organized manner in a file directory</li><li>Address funder inquires and follow through on open items in a timely and comprehensive fashion</li><li>Prepare monthly/quarterly financial and reimbursement reports to various funders ensuring accuracy and consistency with the general ledger</li><li>Work with funders to troubleshoot and solve issues with reimbursement claim and disallowances</li><li>Coordinate meetings with program managers to discuss status of budget vs actual and action planning</li><li>Provide detailed monthly/quarterly analysis of budget vs actuals to properly manage and communicate over/underspending of grant funds</li><li>Work directly with program staff to coordinate budget modification submissions to ensure revenue maximization across grant funding</li><li>Record and maintain all accounts receivable related to grants billing and ensure revenue recognition is in accordance with Generally Accepted Accounting Principles (GAAP)</li><li>Follow up with funders to ascertain status of reimbursement</li><li>Provide anticipated reimbursement data to CFO to assist in cash flow planning</li><li>Perform grant closeout functions required by funders to include reconciliations, financial status reports, final invoices, purchase order liquidations and balancing budgets</li><li>Maintain funder equipment inventory list as required</li><li>Stay abreast of changes in funder’s invoicing and reporting requirements; attend funders trainings and information as needed</li><li>Establish relationships with funders (fiscal counterparts)</li><li>Coordinate activities between payroll &amp; accounting department to make necessary adjustments in personnel allocations for contract billing/vouchering</li><li>Assist with time and effort reporting, ensuring completeness, accuracy, and compliance with all applicable regulations </li><li>Work with CFO to meet all funder and departmental deadlines</li><li>Supervise the Accounts AR specialist</li><li>Perform other related duties as assigned  </li></ul>Audit <ul><li>Support the annual agency wide audit to include the Federal Single Audit</li><li>Prepare supporting schedules related to functional area and assist in providing documentation</li><li>Lead government funding source audits</li></ul>Qualifications Minimum Qualifications:<ul><li>Bachelor’s degree in Accounting, Finance or Business Administration preferred </li><li>Minimum of three (3) years performing end-to-end management of government grants required</li><li>Minimum of five (5) years hands-on experience working with government grants required</li><li>Experience working with various government agencies on the Federal, State (NY and CA) and NYC level (NYSHCR, NYSHFA, NYSHTFC, NYCHA, NYCHDC, NYSERDA,</li><li>California Energy Commission, CBOs, US EPA, US DOE, Enterprise)</li><li>Knowledge of 2 CFR 200 regulations</li><li>Advanced excel skills desired. Experience with MIP, Sage Intacct &amp; government agency submission portals preferred</li><li>Strong verbal, written, communication and documenting skills</li><li>Ability to work cooperatively with all levels of employees, management, and external parties</li><li>Ability to prioritize, multi-task, and work in a fast-paced environment</li><li>Excellent attention to detail, problem solving, &amp; analytical skills </li><li>Must be a self-starter, quick learner, assertive, and can work independently yet collaboratively </li></ul>Must be able to legally work in the country where this position is located without visa sponsorship.
