Working for the Department Manager Emergency Management and EPS Training, the Section Manager-Emergency Management  will be responsible for managing  the drills/exercise program, the Emergency Response Organization (ERO) readiness, ERO programs and procedures, emergency equipment inspections and emergency facility preparedness associated with BP-PROG 08.01.Emergency Management is a multi-discipline organization involving a wide range of stakeholders and functional areas involved in emergency management both on and off site. Provides mentoring and participates in the assessment of staff and in the development and implementation of training programs.</li><li>Sponsors and actively champions the Human Performance program and tools to achieve zero events.  Ensures full compliance with the Human Performance program and any associated initiatives.</li><li>Assists in the development of Section performance measures.  Monitor, analyze and assess performance effectiveness and recommend areas for improvement.</li><li>Participates in the recruitment of new/replacement staff.</li><li>Ensures all reporting requirements with respect to Incidents, Condition Records, Corrective Action Plans, Action Requests, Work Requests, Document Change Requests and Training Change Requests are effectively completed and processed in a timely manner.</li><li>Meets the Site Services/EPS requirements for Observation and Coaching, Workplace Inspections and Safety.</li></ul>Specific Functional Area ResponsibilitiesEmergency Management  (EM):<ul><li>Manages and responsible for the planning, coordination, and health of the Bruce Power Emergency Management Program (BP-PROG-08.01).</li><li>Manages the Emergency Response Organization  programs and procedures including liaison with Stations Operations staff, Centre of Site organizations, and off-site stakeholders for all to ensure this document suite is up to date. Ensure that all required document reviews, document revisions and records management requirements are met for the Emergency Management document suite.</li><li>Management of any initiatives, programmatic changes and continuous improvement that are relevant to Emergency Management. This includes responsibility for the conduct FASAs (Focus Area Self Assessment) and benchmarking for programmatic changes. Managing the implementation of new requirements to Emergency Management programs from changes in external regulations or requirements or change brought about by internal Program reviews or audits. Responsible for the management of IT upgrades that impact on Emergency Management.</li><li>Ensure the Section team members successfully conduct Drill Evaluations including preparation of assessment criteria, the evaluation of drills, drill critiques, drill reports (including findings and corrective actions) and deliver JPMs as required. Responsible for appointing the Lead Evaluator for all evaluated drills.</li><li>Ensures Emergency Management compliance with CNSC licensing and legislative requirements, orders, standards and policies.</li><li>Responsible for developing and recommending ERO strategy based on emergent trends in industry, OPEX reviews and monitoring new developments in Emergency Management. Then implement the strategies as necessary. Attendance at conferences and workshops on Emergency Management.  Attendance at the Emergency Management CRC.</li><li>Supports the Department Manager in the coordination interfaces between the Emergency Plan and various emergency functions (e.g. fire, environmental, medical, security, etc).</li><li>Establishes and maintains liaison with national and international industry organization to discuss and resolve issues, keep current on emergency response and management methods.   Seeks performance improvement opportunities for ERO.</li><li>Responsible for Emergency Management reporting including internal reporting requirements (weekly, monthly, quarterly reports), external reporting which includes Regulatory reporting requirements (weekly, monthly, quarterly, annual reports). Manages the response and monitoring of AFIs and SOERs relevant to Emergency Management.</li><li>Establishes and support Emergency Management metrics and measurement.  Conduct analysis and make recommendations for improvements.  Implement changes as required.</li><li>Responsible for the interface with any audits or external reviews including WANO Peer Evaluations, Bruce Power internal audits and 3rd Party Independent audits (including CNSC). Manage eternal agreements/contracts including MOAs and LOUs with municipalities and utilities. Represent Emergency Management at both Provincial and Municipal meetings.
