The Air Quality Program (AQP) is looking to fill the GHG Emissions and Verification, Fuel Supplier Specialist (Environmental Specialist 5) position. This position will be located at our Headquarters Building in Lacey, WA.
   
 The mission of the Air Quality Program (AQP) is to protect and improve air quality in Washington and to protect our State’s environment for current and future generations.  In 2021, Washington’s Legislature passed the landmark Climate Commitment Act (CCA) – a sweeping piece of legislation that directs Ecology to develop and implement the state’s first cap-and-invest program and commits our state to reducing greenhouse gas emissions by 95% by 2050. 

Washington’s program is only the second such economy-wide program in the nation, and Ecology has been directed by the Legislature to have it up-and-running by January 1, 2023. It’s a big task with even bigger long-term impacts on the state’s greenhouse gas emissions and the global fight against climate change. Air Quality’s CCA Implementation Group is already hard at work and looking to hire a diverse range of mission-driven professionals to help us bring this important legislation to life.

In this position, you will be part of the unit within the CCA Implementation Group – the GHG Reporting and Verification Unit - that receives, reviews, and evaluates GHG emission reports and provides the foundation for the success of the whole cap-and-invest program.  This position will be responsible for ensuring the accuracy of fuel suppliers’ reports, and will serve as the agency expert on this aspect of the cap-and-invest program.  Transportation fuels are one of the primary sources of GHG emissions in the State.  As a result, ensuring that the fuel suppliers’ reports are timely, complete, and accurate, and that they understand and fully participate in the allowance market, is essential to the success of the cap-and-invest program.

Duties

What you will do: 

  • Tracking, organizing, and monitoring emissions reports from fuel suppliers to ensure quality, accuracy, and compliance with guidelines.
  • Verifying the accuracy of fuel supplier emissions reports by reviewing corporate statements/documents, bills of lading to trace the fuel pathways from refinery to consumer, and other methods.    
  • Training and providing technical assistance to fuel suppliers concerning their reporting obligations, participation in the cap-and-invest program, and related issues. 
  • Developing and implementing outreach tools to identify those fuel suppliers not yet participating in the program.  
  • Working closely with other Ecology and external experts to design, improve, implement, and maintain tracking databases, tools and systems. 
  • Developing forms and procedures relevant to fuel suppliers and their activities; leading and coordinating the development and implementation of guidance documents and standards. 
  • Developing expertise on fuel suppliers in other jurisdictions, best practices, and developments in this subject area. 
  • Supporting the members of the GHG Reporting and Verification Unit in compliance activities and procedures, and potential enforcement actions.

Qualifications

 

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

Option 1
 
 Ten (10) years of education and/ or experience:

  • Education: involving major study in environmental, physical, or one of the natural sciences, environmental planning, or other closely allied field. 
  • Experience: in environmental analysis or control, environmental planning, or a related field.  

Option 2
 
 
A Bachelors degree involving major study in environmental, physical, or one of the natural sciences, environmental planning, or other closely allied field.

  • Six (6) years of experience in environmental analysis or control, environmental planning, or a related field, which may include experience as listed in Option 1 above.

 
 Option 3
  

  • A Master’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning, or other closely allied field.  
  • Four (4) years of experience in environmental analysis or control, environmental planning, or a related field, which may include experience as listed in Option 1 above.

 
 Option 4
  

  • A PhD involving major study in environmental, physical, or one of the natural sciences, environmental planning, or other closely allied field. 
  • Three (3) years of experience in environmental analysis or control, environmental planning, or a related field, which may include experience as listed in Option 1 above.

 
Option 5
 
 
One year of experience as an Environmental Specialist 4 at the Department of Ecology.
