The City of Durham seeks a skilled and highly motivated ENERGY MANAGER to help implement and evaluate the activities and operations of its Sustainability and Energy Management Program.

ABOUT THE CITY OF DURHAM GENERAL SERVICES DEPARTMENT
 The General Services Department builds and maintains City properties, making Durham a great place for people to live, work, and play. Our core functions include the acquisition and sale of properties, design and management of new construction and renovation projects, building maintenance, landscaping, urban forestry, cemeteries management, sustainability and energy management, cultural and public art management, and support for the nonprofit organization Keep Durham Beautiful.

ABOUT SUSTAINABILITY AND ENERGY MANAGEMENT
 Sustainability and Energy Management (SEM) works to expand the City’s use of renewable energy, reduce greenhouse gas emissions, and improve the City’s resilience to the effects of climate change. SEM will lead implementation of the City’s Carbon Neutrality and Renewable Energy Action Plan unanimously approved by City Council in late 2021. SEM additionally works with Project Management and Facilities on energy saving projects such as upgrading lighting, replacing HVAC systems and other cost saving measures.

ABOUT THE ENERGY MANAGER POSITION
The Carbon Neutrality and Renewable Energy Action Plan challenges the City of Durham to reduce building-level energy consumption by 30% of 2009 levels by 2040. The ENERGY MANAGER position is tasked with cost-effectively managing the energy resources purchased and consumed by the City of Durham across approximately 1.2 million square feet of building space in order to achieve this goal. The ENERGY MANAGER will be responsible for developing, implementing and managing a comprehensive energy management plan for all City operations and provide advanced knowledge of best practices in energy management for existing and new facilities.

Duties/Responsibilities

 

  • Identify inefficiencies with current campus energy and water consumption in City buildings and facilities through building-level energy audits.
  • Develop strategies to identify and prioritize energy upgrade opportunities, estimate financial resources required, and calculate the projected return on investment.
  • Develop program to quantify the savings resulting from new energy efficiency measures, water conservation, improved operation and maintenance, and renewable energy. Work with Sustainability and Energy Management team to assess energy saving incentive programs, such as the Duke Energy Small Business Energy Savers Program.
  • Prepare reports detailing building energy use analysis and benchmarking, recommendations to improve energy performance, and cost analysis. 
  • Support Facilities staff in the performance of field inspections and monitoring of operations to ensure compliance with energy efficiency standards and other applicable regulations, policies, and procedures.
  • Review engineering plans and bids, drawings, reports, contracts, agreements, presentations, specifications, request for proposals/qualifications, and other documentation to reduce energy costs or improve energy efficiency during the designing, building, or remodeling stages of construction. Review design submittals from internal and external sources. Develop technical specifications.
  • Assist with drafting policies, ordinances and City Council communications; provide technical expertise and consultation to City departments and external agencies.
  • Assist with preparing and managing program budgets and schedules, providing technical assistance and monitoring project delivery in collaboration with staff and other agencies, including assisting in planning and budgeting for Capital Improvement Plan sustainability initiatives and mechanical systems projects.
  • Support creation of measurable performance objectives, cost assessments, and tracking methods to measure and analyze sustainability programs for effective sustainability decision-making.
  • Support implementation and refinement of the City’s Carbon Neutrality & Renewable Energy Action Plan.

SKILLS & ABILITIES:
  • Communicate technical systems in a manner that is easily understood in order to guide teams toward energy conservation decisions
  • Must be knowledgeable of design and construction processes and building operation, including an understanding of green building design and building mechanical systems, including heating, cooling and ventilation, electrical, and plumbing, as well as building automation systems, metering and lighting systems
  • Experience understanding, evaluating and identifying inefficiencies with building energy and water consumption
  • Experience recommending energy efficiency measures and developing cost/benefit analyses
  • Ability to manage energy data requests and support energy reporting efforts
  • Demonstrated ability to accurately analyze information, make strategic decisions/ recommendations and guide decision-making by identifying anticipated benefits, consequences and impacts of alternative system options
  • Experience managing complex or broad variety/scope of programs/projects for completeness, compatibility, compliance with engineering principles and design needs and standards
  • Effective verbal, written and interpersonal communication skills 
  • Ability to work independently and be an excellent collaborator and team player
  • Computer competency, including proficiency in the use of Microsoft Office, email, internet and database retrieval.

 

Minimum Qualifications & Experience

 

  • Bachelor’s degree in engineering or a directly related field "or" equivalent.
  • Five-years of energy or engineering related experience (in fields such as energy engineering, measurement and verification, energy services, energy management, utilities or project management, understanding of utility sponsored energy efficiency programs, etc.) 
  • An energy or engineering related certification such as: Certified Sustainability Professional (CSP); Certified Energy Manager (CEM); Certified Measurement and Verification Professional(CMVP); Certified Lighting Efficiency Professional (CLEP); Certified Sustainable Development Professional (CSDP); Leadership in Energy and Environmental Design (LEED AP); Professional Energy Manager (PEM); Professional Engineer (PE); or equivalent certification.
  • A valid North Carolina Class C Driver’s License with a satisfactory driving record acquired within a time frame established by the City.


Important update on our COVID-19 process for new hires and employees: 
All employees who are not fully vaccinated against COVID-19 will pay a $100 surcharge each month for their health insurance benefit during the subsequent benefits year if they remain unvaccinated through 12/31/2022. 

 

Additional Preferred Skills

 

  • Previous work history in one of the following fields: energy engineering, measurement and verification, energy services, energy management, utilities or project management
  • Understanding of utility sponsored energy efficiency programs
  • Successful work experience in a governmental, institutional or quasi-government setting.
  • Previous successful record of upgrading knowledge, skills and abilities to keep abreast of regulation/policy changes.
