Boston Government Services has a need for a Project Management Business Analyst.

This position will help directly support the Department of Energy's (DOE), Energy Efficiency & Renewable Energy (EEREs), Knowledge Management and Systems Office (KMSO), which has an exciting opportunity for a Project Management Business Analyst. KMSO develops and manages EERE business policies, processes, procedures, and systems to ensure consistent, efficient, and effective mission execution in accordance with Federal and DOE guidelines and leadership priorities.

The Analyst will provide support in the area of financial assistance and lab project management from award negotiation or lab planning through closing out on EERE project management systems, including PM Bridge, Project Management Center, and the AOP Tool. This position provides an advanced opportunity to engage in corporate-wide efforts to automate business processes through integrated systems and tools while standardizing businesses and data collection across the organization. Activities include but are not limited to:

  • Requirements Review and Analysis:
    • Support the development of system requirements by providing business needs that reflect EERE user needs of the system.
    • Ensure that requirements reflect a standard approach for conducting project management activities and collecting project management data across EERE.
    • Provide informed recommendations on how to resolve identified issues in the implementation of system requirements.
    • Regularly attend and contribute to requirements refinement discussions, and system demos.
    • Present business requirements needs, findings, and status updates as needed.
  • Business Process Assessment:
    • Document the business process procedures and identify any required changes for how users would use the system for conducting project management activities and impacts to other systems.
  • User Acceptance Testing:
    • Regularly support testing of developed requirements, ensuring the system reflects requirements and user needs.
  • Stakeholder Communication:
    • Prepare presentations and talking points for communicating project information and status to EERE stakeholders.
    • Demo system functionality to stakeholders as needed.
    • Solicit stakeholder input on items related to system development and deployment as needed.
  • Knowledge Hub:
    • Serve as backup support on the following systems and processes:
      • Knowledge Hub system admin.
      • Knowledge Hub help desk inbox.
      • Knowledge Hub help desk system and change request process.
      • Directives oversight.

Required Qualifications:

  • Bachelor's Degree in relevant field (project management, engineering, computer science, sustainable energy, earth science, energy management, or another related discipline).
  • 5+ years of experience.
  • Professional attitude.
  • Strong attention to detail.
  • Highly proficient in Microsoft Office, including Word, Excel, PowerPoint, and Access.
  • Data analysis and report development skills.
  • Excellent communication skills, verbal and written.
  • Self-starter, the ability to work both independently and as part of a highly dynamic collaborative team.
  • Ability to balance multiple long and short-term projects and competing priorities.

Preferred Qualifications:

  • Project management experience, PMP certification.
  • Database development and/or business analyst experience.
  • Experience tracking and monitoring EERE research and development projects.
  • Strong analytical and problem-solving skills.

Salary Range: $75-110,000
