Boston Government Services has a need for a Government Procurement Specialist.

BGS is seeking a Government Procurement Specialist that will directly support the Department of Energy’s Office of State and Community Energy Programs (SCEP) in activities involving Buy American rules and the use of government funds. The Buy American Act (BAA) requires Federal agencies to procure domestic materials and products. The Bipartisan Infrastructure Law (BIL) enacted by Congress and President Biden’s Executive Order 14005 both impacted BAA rules affecting projects funded by federal agencies. As Buy American rules evolve in relation to federally funded infrastructure projects, the Government Procurement Specialist will assist SCEP in interpreting changes to the rules and correctly applying new provisions to projects funded by SCEP.

Position responsibilities may include:

  • Serving as a subject matter expert on BAA and BIL to answer questions from project performers and federal staff.
  • Review grant agreements to ensure compliance and/or aid project performers in understanding and implementing the requirements.
  • Assisting grantees with waivers and exemptions, which may include working with DOE legal.
  • Working with the Office of Management and Budget (to get new entities/products approved and listed on their Buy American website).

Required Qualifications:

  • At least five years of procurement experience working with a Federal Government agency.
  • Demonstrated understanding of the Buy American Act (BAA).
  • Demonstrated understanding of Bipartisan Infrastructure Law (BIL).
  • Demonstrated understanding of President Biden signed Executive Order 14005, Ensuring the Future is Made in All of America by All of America’s Workers.
  • Strong writing and verbal communication skills.
  • Bachelor’s degree or higher.
  • Successful drug screening.
  • U.S. citizen.

Preferred Qualifications:

  • Demonstrated understanding of DOE’s weatherization, state and/or community energy grant programs.
  • Professional experience in a job related to Buy American legislation and Executive Orders.
  • Experience interpreting legal documents and legislation.
  • Willingness to work in Washington, DC.
