Job Description

Team Charter:
The NIO Vehicle Engineering, Homologation & Global Regulation teams are responsible for vehicle compliance and certification around the globe. Our teams are based in Shanghai, Hefei, Oxford, U.K. and the U.S..
We are seeking an experienced Test & Certification expert to drive the overall automotive Homologation & Regulation process and capability for NIO. You will partner with regulatory agencies such as DOT, EPA, FCC to achieve product certification. This position will be based in San Jose, CA.

Responsibilities

  • Drive certification of NIO vehicles in partnership with NHTSA/DOT, EPTA, CARB, FCC, etc
  • Generate compliance certification plans covering hardware, software, components, system-level and vehicle-level
  • Manage certification activities for pre-test, develop and drive execution of testing plans, data collection and reporting
  • Track future regulatory trends by participating in industry related working groups and committees and educate counterparts on regulatory evolution and innovation trends
  • Communicate with Environmental Protection Agency (EPA), National Highway Traffic Safety Association (NHTSA) and California Air Resources Board (CARB) regarding certification information for all NIO brand products
  • Attend working groups and meetings hosted by EPA, CARB, NHTSA, FCC and partner with the EPA, CARB, NHTSA, FCC, on audits and tests maintaining NIO’s good standing while also tracking and communicating regulations related to vehicle safety, environmental, carbon neutral, communication, certification and recall
  • Attend and support plant audits, compliance tests, and respond to any requests from EPA, CARB, NHTSA/DOT, FCC
  • Partner and support global regulation and homologation counterparts in support of regulation and certification systems
  • FMVSS, US NCAP, IIHS, ADAS interpretation: keeping track of standards from FMVSS, US NCAP, IIHS, ADAS and AV/AD/ADS, communicating to appropriate stakeholders, and breaking down into requirements. This includes Battery Tests, Due Care Tests, etc. and developing due-care considerations and training of NIO Teams

Qualifications

  • Degree in Mechanical Engineering or related (Electrical, Aerospace, Systems, Structural)
  • 15 or more years regulation or certification experience in Automotive OEM, preferably for Autonomous Vehicles.
  • Expert in US automotive certification and familiar with the vehicle, system, component certification process
  • Strong communication and interpersonal skills, experience managing relationships with regulatory agencies EPA, CARB and NHTSA
  • Experience hiring top US testing facilities, technical services, engineering service facilities, and other partners
  • Strong project management skills and ability to manage and prioritize multiple assignments in adherence to tight deadlines.
  • Manage proving grounds vendors and process for testing of vehicles, systems, components.

  • Exceptional abilities in solving for complex business problems.
  • Good working knowledge of Microsoft Office (Excel, Word, PowerPoint, IE, cloud base team collaboration tools.
  • Interest and/or experience working in a multi-cultural work environment.
