This position will help directly support the Department of Energy’s (DOE) office of Energy Efficiency and Renewable Energy (EERE) Water Power Technologies Office (WPTO) marine energy portfolio. Responsibility will focus on the development, implementation, maintenance, and improvement of health, safety, and environmental (HSE) management in line with relevant legislation and DOE requirements. This includes reviewing the effectiveness and efficiency of health, safety, and environmental management systems in place, conducting assessments of current measures, and reporting shortfalls and practical solutions for all marine energy demonstration projects. Support involves daily interactions with internal parties such as legal, contracting, NEPA, and communications, as well as external communication with project recipients in academia, private industry, and National Laboratories.

Position Responsibilities:

  • Carry out a thorough and timely assessment of marine operational risks to HSE, implementing practical solutions identified from the assessments and assisting with all matters relating to HSE.
  • Provide guidance and reporting to WPTO managers on responding to marine operational HSE complaints and accident investigations with the view to the elimination of the root cause(s).
  • Provide support to technology managers, technical project managers, and lead PI’s on all scopes of work relates to HSE, including review of 3rd party HSE contractors or contractors’ HSE representatives.
  • Develop HSE policies & procedures, H&S legal register, and H&S risk register and provide operating and emergency procedures in line with WPTO needs.
  • Assist with compliance to ISO standards and any other HSE standards as they apply to the business (ISO14001 & ISO45001), assisting the Quality Manager and liaising with external organizations during audits and inspections.
  • Maintain appropriate HSE records of key activities including risk assessments, accidents/incidents, competency and authorizations, waste, work equipment, etc.
  • Assist with the WPTO and/or provision of HSE training to personnel and assist in the management of HSE inspections at DOE-funded test sites.
  • Manage HSE inquiries, taking appropriate action with a timely response and escalation where necessary.

Required Qualifications:

  • Bachelor’s degree.
  • 5+ years of experience.
  • Knowledge of health, safety, and environmental management requirements. Understanding of conducting site audits.
  • Must be able to obtain and maintain a security clearance.
  • Successful drug screening.

Desired Qualifications:

  • Master’s Degree.
  • HAZID/HAXOP experience. Experience with HSE legislation and standards.

Salary Range: $80-110,000
