Boston Government Services has an open Marine Energy Data Scientist/Analyst Position.

This position will help directly support the Department of Energy’s (DOE) office of Energy Efficiency and Renewable Energy (EERE) Water Power Technologies Office (WPTO) in project management activities, including, but not limited to, Funding Opportunity Announcements, project management, and technical support for competitively selected cooperative agreements. Support involves daily interactions with internal parties such as legal, contracting, NEPA, and communications, as well as external communication with project recipients in academia, private industry, and National Laboratories.

Position Responsibilities:

  • Develop and lead the Marine Energy Program’s strategy to disseminate high-value datasets, software and analytical tools, lessons learned from research and development, analytical insights, and data sharing best practices across the U.S. marine energy community.
  • Provide recommendations to WPTO on the latest open data best practices and opportunities to modernize the office’s data ingestion, storage, standardization, curation, and dissemination approaches.
  • Develop standardized metrics to assess the value and impact of WPTO’s databases and tools.
  • Collaborate with a variety of partners, including staff across the Marine Energy team, office leadership, researchers at the DOE national labs, and research partners in industry and academia.
  • Advise several project teams which create modeling tools or software, produce large datasets, and/or curate and disseminate large datasets. As new databases and tools are built, connect project teams to ensure systems are interoperable, standardized, and complimentary.
  • Provide strategic guidance to project teams on tactics to improve and measure uptake, accessibility, and improved user experience of WPTO-funded databases and tools.
  • Review project plans for competitively awarded projects and advise federal staff on opportunities to capture high-value data and document important lessons learned.
  • Conduct a data gaps analysis identifying what high-priority data is absent that the US marine energy industry needs to thrive. Propose projects that generate high-quality open-source data sets to fill these gaps.
  • Develop an approach for understanding the quality and reusability of the data that is in public repositories. Identify opportunities for longitudinal and cross-sectional studies.
  • Identify what data is needed for validating, verifying, or calibrating numerical models and tools.

Required Qualifications:

  • At least 2 years of experience with a Ph.D.; at least 5 years of experience without a Ph.D.
  • Expertise in data science and analytics. Knowledge of open data best practices.
  • Familiarity with big data management, ingestion, and analysis. Comfortable handling complex datasets.
  • Project management experience.
  • Experience overseeing, advising, or leading a database development or software project.
  • Proficiency in creatively determining which analytic approaches and computing techniques are most appropriate based on a given dataset.
  • Innately curious about renewable energy and scientific/engineering research. Willingness to learn more about marine energy technologies and federal government research and development programs.
  • Experience working in a research funding organization or alongside researchers is a plus.
  • Experience designing or implementing user experience studies for databases or websites is a plus.
  • Expertise in at least one statistical programming language, such as R, Python, Stata, SAS, or similar, is a plus.
  • Strong interpersonal skills, including the ability to develop and maintain relationships with a diverse range of government, university, and industry partners.
  • Must be able to obtain and maintain a security clearance.
  • Successful drug screening.

Salary Range: $80-110,000
