The Solar Program Finance Manager will support the Solar Energy Technologies Office’s (SETO) efforts to make solar project financing more accessible to low- and moderate-income and other frontline and disadvantaged communities that include a variety of meaningful benefits such as greater household savings, resiliency, asset ownership, and workforce development. The candidate will provide programmatic, stakeholder engagement, and technical expertise support to accelerate the accessible and affordable deployment of solar power. An ideal candidate is an organized, multi-tasker with good interpersonal skills who has experience with project finance for solar power, affordable housing, or community development and is passionate about addressing clean energy challenges to ensure an equitable transition to clean energy and economy.

Responsibilities:

  • Provide project and program management for SETO initiatives focused on improving access to solar through financing solutions for low- and moderate-income (LMI) households including with the National Community Solar Partnership (NCSP) and other distributed energy resources.
  • Leverage expertise in solar financing to support strategic planning and the creation of new programs and initiatives to expand access to the necessary credit, debt, and tax equity for community solar and solar development and deployment for LMI households and other meaningful benefits.
  • Develop resources and tools that support equitable access to community solar and LMI solar more broadly through improved access to project finance.
  • Provide project management, performance monitoring, documentation, and progress assessment for solar project finance initiatives.
  • Develop stakeholder outreach materials and other resources for internal and external audiences.
  • Support the execution of partner and stakeholder engagement activities, including partner collaborative management, virtual and in-person convenings, workshops, conferences, and other events.
  • As needed, support SETO in the development, review, and execution of programming in the general soft costs space.

Required Qualifications:

  • Bachelor's Degree.
  • 5+ years of relevant experience.
  • Knowledge of solar industry project development needs, particularly for community solar and LMI more broadly.
  • Knowledge of solar project financing structures, proforma development, and alternative value stack approaches.
  • Knowledge of solar and related technology adoption by low to moderate-income individuals (LMI), frontline communities, transitioning communities, and individuals with high energy burdens, and businesses in underserved areas; and the ability to develop programming to drive more equitable solar adoption.
  • Demonstrated oral/written skills and interpersonal skills.
  • Authorized to work in the United States with no restrictions, U.S. Citizen or Permanent US Resident.
  • Must be able to obtain and maintain a security clearance.
  • Successful drug screening.

Preferred Qualifications:

  • Experience liaising with internal and external stakeholders to engage them in program activities and objectives.
  • Experience supporting government (federal, state, or local) programs regarding market transformation and the dissemination of programmatic data and results.
  • Organized, reliable, detail-oriented, proactive, and confident.
  • Flexibility in adapting to shifting priorities, urgent requests, and various personalities.
  • Proven success working in a multi-disciplinary environment.
  • Excellent time management skills.

Salary: $90,000 - $115,000
