Given that many of the technologies we need to solve the climate crisis already exist, it’s imperative that we ensure they are adopted quickly, equitably, and at scale. <p><strong>ABOUT THE COALITION</strong></p><p>The Building Decarbonization Coalition (BDC) aligns building industry stakeholders with energy providers, environmental organizations and local governments to help electrify homes and workspaces with clean energy. Through convening, policy analysis and consumer awareness building, the Coalition is pursuing fast, fair action to accelerate the development of zero-emission homes and buildings that will help states across the nation cut one of its largest sources of climate pollution, while creating safe, healthy and affordable communities. </p><p><strong>POSITION SUMMARY </strong></p><p>BDC is bringing together policymakers, market actors, organized labor, environmental justice groups, advocates and other stakeholders across priority states and regions to co-create and advance a common approach to phasing out gas appliances. Together, the states we are targeting represent 60% of the U.S. gas demand in buildings.</p><p>In this newly created position, the Illinois State Manager will bring deep energy and climate knowledge, political savvy, and coalition-building and campaigning experience to serve this place-based role in the respective region. The Illinois State Manager will report to the Director of State Mobilization and support BDC’s Groundswell campaign focused on accelerating nationwide momentum towards making building decarbonization and the clean energy transition inevitable. </p><p>This position is designed for a highly motivated self-starter with prior local- and state-level building decarbonization policy and market development experience. The Illinois State Manager brings a knowledge and familiarity of the statewide players, the challenges and the opportunities in the state; and, will serve as the on-the-ground presence gaining expertise in the state’s existing strengths, gaps and greatest value add. </p><p>There is flexibility in this position to be expanded into a Senior Manager role with scope that covers Illinois as well as overseeing additional scope for the entire midwest region. </p><p><strong>ESSENTIAL FUNCTIONS</strong></p><p><strong><em>Strategy Development &amp; Implementation</em></strong></p><ul><li>In partnership with the Director of State Mobilization and staff leadership, create and implement a state level strategy including short- and long-term goals and outcomes that cascade from an overarching strategic roadmap for achieving stated goals and objectives.</li><li>In support of the state building decarbonization roadmap, lead the development of the policy and regulatory agenda for building decarbonization at state level..</li><li>Serve as BDC’s main point of contact in relevant in-state and regional coalitions.</li><li>Develop and cultivate relationships with key state policymakers, external partners, and in-state allies (local non-profits, communications firms, lobbyists, etc.) in key states.</li><li>Identify lobbying, communications, advocacy and other strategic partnerships needed to succeed, and develop and oversee consultant and technical assistance contracts to implement them.</li><li>Working with BDC’s federal lobbyist and Director of State Mobilization, track key IRA guidance and funding opportunities as they relate to BDC’s state and/or regional work.</li><li>Continuously improve knowledge of state-level building decarbonization, environmental justice, and equity policies and integrate it into the state and/or regional work.</li></ul><p><strong><em>Policy Research, Analysis &amp; Technical Assistance</em></strong></p><ul><li>Serve as the lead point person on policy education and communication with Illinois policymakers and regulators, including developing strong relationships, identifying opportunities and priorities and working in coalition with others to move the Coalition’s policy agenda forward.</li><li>Working with BDC’s communications and research teams, identify and implement research, analysis, and technical assistance needs in the region.</li><li>Oversee production strategic documents and/or marketing materials to advance the policy agenda and establish the Coalition as the go-to resource for policymakers and regulators.</li></ul><p><strong><em>Market Development</em></strong></p><ul><li>As part of the state building decarbonization roadmap, and working with BDC’s Market Transformation team, establish a market development agenda for the state that includes the strategies and partnerships necessary to transform the market toward building electrification in alignment with the Coalition’s national strategic plan.</li><li>In partnership with the Director of Communications, support the development of consumer awareness building campaigns and efforts that clarify the customer and industry value propositions, inspire improvements in the supply chain and leverage a policy environment that supports building decarbonization. </li><li>Determine the need for and facilitate industry- or equipment-specific and/or state-focused working groups to advance building decarbonization within the state.</li><li>In partnership with the Market Transformation team, support the facilitation and implementation of market development activities such as changes to  equipment/appliance specifications, industry-led consumer awareness campaigns, innovative financing and program design (incentives) and workforce development.</li><li>Support BDC’s Thermal Networks Sr. Manager with identifying opportunities and to advance TENs and to educate policymakers, legislators, organized labor, environmental justice advocates, utility companies, regulators, and clean energy advocates on the potential benefits of TENs in the state. </li></ul><p><strong><em>Resource Development &amp; Management</em></strong></p><ul><li>In partnership with the Director of State Mobilization, identify key initiatives, scope the funding needs for the Coalition’s state-based strategies. </li><li>In partnership with the Deputy Director and Director of State Mobilization, oversee the build out of any state-based support needs, including the recruitment and hiring of any contractor and consulting staff.</li><li>Coordinate with other program teams (Communications, Groundswell, Consumer Inspiration, Operations) as needed to accomplish organizational objectives.</li><li>Represent BDC at key conferences, events, webinars, etc. and in the media as needed.</li></ul><p><strong>SKILLS &amp; QUALIFICATIONS</strong></p><ul><li>Strong commitment to the mission, policies and goals of BDC, and a proven track record of accomplishments and subject matter expertise in the building decarbonization or climate space. </li><li>Political sophistication and policy analysis, exceptional coalition building skills and the ability to communicate, work effectively and build consensus among a variety of internal and external stakeholders; grassroots organizing experience a plus.</li><li>Mastery of relationship-building skills with a wide range of diverse internal and external constituencies.</li><ul><li>Experience with successful public-private partnerships with diverse stakeholders who may possess divergent viewpoints and agendas; a broad network that includes environmental NGOs and justice groups, labor, manufacturing and real estate/development preferred; multi-sector experience, including public, private and non-governmental is optimal.</li></ul><li>5+ years of experience, preferably with solid understanding of building electrification and/or climate solutions.</li><li>Proven understanding of clean energy framework/plans, including relevant legislation, public policymaking/legislative and regulatory environments and success in influencing policy agendas and outcomes at local and state levels.</li><li>Highly collaborative work style with the ability to operate as a peer and thought partner to the Director of State Mobilization and other team leads. </li><li>Outstanding leadership and relationship-building skills with clarity of vision and a commitment to the highest levels of integrity, quality and collaboration. </li><li>Ability to set clear priorities, keen analytic, organizational and problem-solving skills that enable sound decision making. Together, the states we are targeting represent 60% of the U.S. gas demand in buildings.</p><p>This newly created position will support BDC’s vision and play a key role in advancing our work across the U.S. including, as currently conceptualized, analyzing differing regulatory approaches and distilling them into best practices and model regulatory language. Specifically, this position is responsible for:</p><p><strong>ESSENTIAL FUNCTIONS</strong></p><p><strong>Strategy Development &amp; Implementation Leadership</strong></p><ul><ul><li>Lead work collecting and reviewing existing examples, draft model language, and (outside of CA and NY) provide feedback on proposed regulatory language.</li><li>Coordinate with New York, California, and other in-state leads to learn from and, as appropriate, build on their policy efforts to inform best practices and model regulatory language.</li><li>Identify and implement regulatory solutions that lift up the most vulnerable communities while simultaneously lifting up market leaders.</li><li>Track and support BDC partners and members in pertinent and priority regulatory efforts.</li><li>Partner with national and regional experts to deliver energy regulator education on a variety of topics, likely to include obligation to serve, gas transition planning, non-piped alternatives, and all-electric ratemaking.</li><li>Participate actively in the development of the Coalition’s overarching strategic plan for multi-state work.</li><li>Lead work planning and visioning and develop metrics to measure progress toward achieving the key objectives.</li><li>Ensure that BDC’s regulatory materials are equitable and inclusive and drive the overall goals of BDC and the building electrification movement forward.</li><li>Work with the Director of Policy Acceleration to ensure that the planning, fundraising, and development of BDC’s regulatory agenda (outside of CA and NY) moves forward.</li></ul></ul><p><strong>Research, Analysis &amp; Technical Assistance</strong></p><ul><ul><li>Help establish BDC as the go-to resource for regulators, policymakers, coalition members and other stakeholders.</li><li>Assist the Director of Policy Acceleration in developing best practices and model regulation in support of building decarbonization.</li><li>Be a point person on regulatory education and communication with policymakers and regulators where BDC does not have a state-specific lead, including developing strong relationships, identifying opportunities and priorities, and in coalition with others to move the Coalition’s regulatory agenda forward in those states.</li><li>Serve as a regulatory policy resource for BDCs campaigns and ensure campaigns are coordinated and fully embedded into other BDC priorities.</li><li>Convene and facilitate meetings and working groups with NGOs, equity groups, financing experts, affordable housing advocates, ratepayer and consumer groups, manufacturers, business organizations and associations, regulators, and others regularly to develop relationships and strengthen networks in order to address barriers to building decarbonization.  Assess and advise on necessary administrative and regulatory action to remove barriers to implementation of climate and equity targets as defined by states as assigned.</li><li>Manage contractors, produce and oversee the productions of reports, research, studies, regulatory filings, and other documents to advance BDC’s policy and regulatory agenda.</li></ul></ul><p><strong>SKILLS &amp; QUALIFICATIONS</strong></p><ul><li>Demonstrated 5-7 years experience with administrative dockets and successfully influencing regulatory policy.  </li><li>Proven understanding of public policy making and regulatory environments and success in influencing policy agendas and outcomes at the state level.</li><li>Demonstrated experience and a solid understanding of building electrification, power sector, and/or climate legal, policy and regulatory solutions.</li><li>Excellent research, writing, analytical and oral advocacy skills are essential.</li><li>Outstanding leadership, consensus and relationship-building skills with clarity of vision and a commitment to the highest levels of integrity, quality and collaboration. </li><li>Exceptional project management skills and a high degree of emotional intelligence to support consensus building and collaboration between and among diverse stakeholders who may possess divergent viewpoints and agendas is a must.</li><li>Ability to set clear priorities, and keen analytic, organizational and problem-solving skills that enable sound decision-making.</li><li>Diplomacy, political savvy, analytical skills, exceptional coalition building skills and the ability to communicate, work effectively and build consensus among a variety of internal and external stakeholders.</li><li>Highly collaborative work style with the ability to operate as a peer and thought partner to the Director of Policy Acceleration, BDC’s state directors, and other members of the BDC team.</li><li>Ability and willingness to travel on occasion.</li><li>Entrepreneurial drive to build a program from the ground up; This position will report to the Head of Policy and Market Development, with strong coordination and integration within Aeroseal’s Commercial Business Unit. <p><strong>ABOUT THE COALITION</strong></p><p>​​The <a href="http://www.buildingdecarb.org/">Building Decarbonization Coalition</a> unites building industry stakeholders with energy providers, environmental organizations, and local governments to help electrify California’s homes and workspaces with clean energy. Through convening, policy analysis, and consumer awareness building, the Coalition is pursuing fast, fair action to accelerate the development of zero-emission homes and buildings that will help California cut one of its largest sources of climate pollution while creating safe, healthy, and affordable communities.</p><p>Burning fossil fuels for heating and cooking poses a serious threat to our health and the planet — making buildings and homes the largest source of climate pollution in the world. Here in California, buildings are second only to transportation as the leading cause of climate change, yet we’ve had no clear plan to address these emissions. Until now.</p><p>Through the development of <a href="http://www.buildingdecarb.org/archived/a-roadmap-to-decarbonize-californias-buildings"><em>A Roadmap to Decarbonize California’s Buildings</em></a>, the Coalition lays out an ambitious, inspiring, and actionable plan for the state to eliminate building emissions in the Golden State. The Coalition is coordinating the implementation of the Roadmap by working with policymakers, the building industry,  and consumers to dispatch zero-emission lifestyle solutions — eliminating the need for fossil fuels and helping the state to slash climate pollution. </p><p>Moving California’s homes and buildings off of fossil fuels will improve public health, cut climate pollution, deliver cleaner air, alleviate rising housing prices and monthly energy bills, all while creating a tremendous export opportunity for the state. To get there, we are activating strong leadership from communities, manufacturing and government, in California and beyond.</p><p><strong>POSITION SUMMARY </strong></p><p>As the California Regulatory and Policy Senior Associate, you will play a pivotal role in shaping and implementing the Coalition's strategic plan for California. Your primary responsibilities include serving as a legal, regulatory, and policy resource for BDC campaigns, fostering regulatory education and communication with regulators, and ensuring seamless integration of campaigns with broader BDC priorities.
