All engineering and other technical related tasks for the offshore substations are under their responsibility, from completion of the Front-End Engineering works all the way to the operation of the assets.<h2>Responsibilities</h2>Technical Leadership<ul> <li>Serves as subject matter expert on offshore substation and support mentoring for other electrical engineers.</li> <li>In collaboration with the package manager or package lead, project engineer and engineering manager, coordinates work deliverables and priorities for the engineer within the project team. </li> <li>Lead the technical interfaces with other technical, development, and commercial teams to ensure communication of required inputs and outputs.</li> <li>Lead engineering assurance for the JV, including presenting to shareholder assurance teams, clients and third-party reviewers on project progress and ahead of decision gates.</li></ul>Engineering<ul> <li>Lead the electrical engineering work for offshore substations from detailed design up to the installation and commissioning of the project. </li> <li>Provide design guidance and technical verification of the offshore substation package design, including definition of employer’s requirements and technical specifications, guidance inputs for the design, fabrication, transportation, installation, and commissioning phases.</li> <li>Keeps safety as first and foremost priority on projects design, contracting and execution.</li> <li>Ensure that the team's requirements and specifications meet industry standards while being forward thinking and innovative.</li> <li>Ensure that quality processes are controlled and respected for the offshore substation package.</li> <li>Coordinate technical support for projects services, including scheduling, risk management and costs estimates.</li> <li>Coordinate technical support to the development team in all phases of projects, to ensure that they develop competitive and optimal projects, including during the BOEM process and other federal, state, and municipal permits and stakeholders’ engagement.</li> <li>Coordinate technical support to the commercial team with external vendors, including support the tendering and execution of RFI, RFP and preparation of proposals. Assist and support the procurement team in the technical aspects of negotiating, drafting and reviewing contracts, technical documents or technical and financial proposals.</li> <li>Coordinate technical support for interface with regulatory agencies, CVA and other external stakeholders. The Manager will manage the schedule, budget, scope, quality, risk, interfaces, safety and resources within the package. During the front-end planning and strategy (prior to offtake award), the Manager is responsible for:<ul> <li>collaborating with the front-end foundation team to ensure the evaluation, comparison, and selection of technologies, project designs, installation methods, and O&amp;M strategy leads to a competitive concept basis for the anticipated offtake;</li> <li>interfacing with the development team to ensure planning for the project execute phase activities complies with the COP permit submittal and will produce deliverables for review by verification and government agencies at the appropriate time;</li> <li>supporting the commercial team with supplier qualification and selection, cost definition and local content evaluation resulting in successful bids.</li></ul>During execute phase, post offtake award, the Manager is responsible for:<ul> <li>ensuring HSSE is proactively planned and managed;</li> <li>identifying risks and mitigations and actively managing risks within the Foundation Package and across interfaces;</li> <li>developing Foundation Package contracting strategy, tender documentation and coordinating tender activities that lead to selection and contract awards for package suppliers;</li> <li>ensuring that the commercial and legal negotiations establish competitive and bankable terms;</li> <li>administering the contracts post notice-to-proceed and fulling owning the budget, schedule and scope compliance;</li> <li>ensuring fabrication worksites are properly staffed to provide HSSE, Quality, and technical support.   </li></ul><h2>Responsibilities</h2>Resource Management:<ul> <li>Communicate resource needs and timing to Project Leadership and HR to ensure resources are recruited in alignment and work requirements of the package;</li> <li>Ensure that the individual project members possess the competences and experience to perform their job effectively and supply relevant training if required. Collaborate with HR and respond to changes within team resources throughout Foundation Package timeline.</li></ul>Substructure Design: <ul> <li>Lead the design team and ensure that the design is carried out in compliance with the company best practice, cross portfolio strategy, good industry practices, applicable codes and standards;</li> <li>Responsible for the execution of early engineering and Detailed Design of the substructure and associated design interfaces;</li> <li>Develop design basis and ensure ability to obtain certification of the substructure.</li></ul>Implementation Management:<ul> <li>Scope Management: Collect requirements, define scope and define work-breakdown-structure for the Foundation Package;</li> <li>Time Management: Manage time schedules, including key milestones. Detailed planning of activities and develop schedule. Continuously ensure that work is progressing in accordance with schedule;</li> <li>Cost Management: Document CAPEX and OPEX budget.
