The Associate Director of Engineering or Director of Engineering will be the most senior member of the engineering team and will be responsible for review, analysis, documentation, and tracking of all energy engineering and related technical aspects of projects financed by NYCEEC, with an emphasis on assessing technical capacities of counterparties and others responsible for project completion and successful operation, and on evaluating and documenting the energy and environmental impacts of projects NYCEEC finances.&nbsp; The Associate Director of Engineering or Director of Engineering will also provide technical and engineering support and education to NYCEEC staff as needed, as well as guidance on technical and engineering matters in furtherance of NYCEEC&rsquo;s mission.

The designation of the individual as Associate Director of Engineering or Director of Engineering will depend on the prior experience of the individual. In general, individuals with fewer than 10 years of relevant experience are likely to be considered for the Associate Director role, while individuals with 10 years of relevant experience or greater are likely to be considered for the Director role.

The NYCEEC team works in a hybrid model, presently in the office at least two days per week and remote the remainder. &nbsp;NYCEEC&rsquo;s office is in midtown Manhattan. &nbsp;This is a full-time position; however, we may consider candidates seeking a more limited (e.g., 32-hour per week) schedule.

Key Responsibilities

<li>Conduct technical due diligence of energy efficiency and clean energy projects under consideration for NYCEEC financing:</li>

<li>Evaluate building owner&rsquo;s, contractor&rsquo;s and (as applicable) project developer&rsquo;s capabilities to complete project and make related recommendations to NYCEEC transaction and risk management team which may include further contractor diligence, hiring an owner&rsquo;s representative or commissioning agent, or seeking 3rd party engineering guidance</li>
<li>Perform field inspections to assess project feasibility and building condition</li>
<li>Review construction documents including proposals, schedules, drawings, and contracts</li>

The FUSE Executive Fellow will provide the foundational research towards developing a climate resilience plan that equitably addresses energy resilience throughout The City of Los Angeles.
Fellowship Dates: July 22, 2024 &ndash; July 21, 2025
Salary:&nbsp;Executive Fellows are FUSE employees and receive an annual salary of $80,000. Fellows can also access various health, dental, and vision insurance benefits. ABOUT THE FUSE EXECUTIVE FELLOWSHIP
FUSE is a national nonprofit that increases the effectiveness of local governments to build more equitable communities. We embed private sector executives in city and county agencies to lead projects that narrow racial disparities, improve public services, and accelerate systems change. Since 2012, FUSE has led over 400 projects in 58 governments across 26 states, impacting a total population equivalent to 1 in 10 Americans.
When designing each fellowship project, FUSE works closely with government partners and local stakeholders to define a scope of work that will achieve substantive progress toward regional priorities. FUSE then conducts an individualized search for each project to ensure that the selected candidate has at least 15 years of professional experience, the required competencies for the role, and deep connections to the communities being served. They are data-driven and results-oriented and able to effectively manage complex projects by developing actionable roadmaps and monitoring progress to completion.
Executive Fellows are hired as FUSE employees and embedded in government agencies for at least one year of full-time work. Throughout their fellowships, they receive training, coaching, and professional support from FUSE to help achieve their project goals. FUSE Executive Fellows bring diverse perspectives and new approaches to their projects. They build strong relationships with diverse arrays of stakeholders, foster alignment within and across various layers of government, and build partnerships between governments and communities.
PROJECT CONTEXT
Under the Mayoral guidance, the City of Los Angeles leadership recognizes the pressing urgency of the climate crisis as one of the foremost challenges confronting the city. They view it as a challenge and a remarkable opportunity for Los Angeles to revamp its infrastructure and invest in a more equitable future. The City understands that addressing the catastrophic consequences of climate change entails transforming the economy and rectifying decades of environmental injustices that have disproportionately burden marginalized communities with pollution and neglect. In this endeavor, the City of LA aspires to set an example by prioritizing the interests of communities of color and working-class individuals in its policies and programs.
Residents' fundamental rights include access to clean air, clean water, and a healthy environment in their residence, work, and recreation. Unfortunately, many cities, including Los Angeles, fail to safeguard these fundamental rights. While the adverse health effects of toxic air, polluted water, and contaminated soil affect all Angelenos, these harms disproportionately afflict low-income Latino, Black, and immigrant neighborhoods in Los Angeles. Conversely, environmental benefits like open spaces, parks, and tree canopy coverage are significantly less accessible to these communities.
The City has already taken steps toward preparing for a sustainable future, including developing a Sustainable City Plan and the ongoing city-wide vulnerability assessment. The City has also received recognition for its climate protection efforts, thanks to the dedication of a past FUSE Executive Fellow.
The City of Los Angeles will collaborate with FUSE to craft a comprehensive climate resilience plan that spans the entire city and is informed by neighborhood-specific considerations. The FUSE Executive Fellow will chart the current climate resilience landscape, identify gaps for future planning, and establish a hyper-local baseline, primarily focusing on addressing the needs and building capacity in neighborhoods across Los Angeles. The FUSE Executive Fellow will also collaborate on developing department-specific directives, including resource allocation and locally-led innovative designs.
PROJECT SUMMARY &amp; POTENTIAL DELIVERABLES
The following provides a general overview of the proposed fellowship project. This project summary and the potential deliverables will be collaboratively revisited by the host agency, the fellow, and FUSE staff during the first few months of the fellowship.
Starting in July 2024, the FUSE Executive Fellow will undertake a comprehensive landscape analysis to catalog climate-related project requirements across all City departments. This will include conducting a listening tour with key stakeholders. The FUSE Executive Fellow will assess successful strategies from various localities and engage with relevant stakeholders, including other city departments, government agencies, private enterprises, and community members. This engagement aims to better understand existing and future funding opportunities at local, state, and national levels.
Moreover, the fellow will begin a collaborative effort, working through the Mayor's Office, to formulate a strategic, interdepartmental vision that ensures equitable energy resilience and enhances environmental justice for historically underserved communities throughout the City of Los Angeles.
Ultimately, this initiative will accelerate energy adaptation and scaling within different neighborhoods of Los Angeles, each with unique challenges, needs, and opportunities. For instance, Venice will present distinct challenges compared to Los Feliz. Within this project lies the potential for the City of Los Angeles to develop a scalable model for equitably managing energy adaptation and achieving true climate resilience, which can serve as a global example.
The FUSE Executive Fellow will establish the energy-resilient baseline for the City of Los Angeles by conducting an equity-centered review of various sources. Recognizing the diverse needs of the City's many neighborhoods, the fellow will adopt a hyper-local approach, emphasizing historically marginalized neighborhoods. This approach will examine equitable access to public transportation, green spaces, emergency evacuation routes and methods, EV charging stations, and other relevant factors.
By July 2025, the FUSE Executive Fellow will have:

<li>Created a guide for future planning of collaborative, community-led opportunities for energy resilience- conducted a thorough listening tour to identify foundational current and past initiatives and priorities; identified models of energy resilience planning and operationalization strategies other cities are implementing that could be applicable in Los Angeles; reviewed a wide range of the City of Los Angeles specific energy resilience reports, assessments, and research that inform the creation of the energy resilience plan, and ongoing support of the Mayor&rsquo;s Office.</li>
<li>Established collaborative departmental-specific directives- provided resource allocation suggestions; created innovative energy resilience systems designs for departments; created specific achievable energy resilience goals and targets for each department; and encouraged and facilitated cross-departmental partnerships towards energy resilience in The City of Los Angeles.</li>

While this climate ambition must also ensure that India meets its developmental targets and raises the standard of living of all its people, climate change impacts are already affecting communities and must be addressed. Additionally, while low carbon shifts in our energy systems, industries, and transport can bring in better economic, job and development outcomes at the aggregate levels, if not managed well, they could also disproportionately and negatively impact the livelihoods of the most vulnerable – including informal workers, small businesses, low-income households, and women. This is particularly critical for Indian MSME sector which employs 110 million workers and contributes 30% to India’s economy. Almost 99.5 percent of registered MSME units fall under the micro or small enterprise category, while a majority belong the informal economy, making it difficult for them to access formal channels for financial and other support or to connect to the global or national markets. Therefore, MSMEs will need support to adapt to climate change impacts, implement climate actions to remain competitive, and adapt to the industry and policy trends moving India towards clean energy economy through skilling, technology change and access to adequate finance. Taking cognizance of such potential impacts in planning and implementing low carbon/climate policies and undertaking measures to minimize and manage such impacts is critical to ensure that the India’s low carbon transition is also just and equitable. In this regard, WRI India is working actively on building a thriving and resilient MSME sector in India by reducing their vulnerability to climate change, building capacity on undertaking climate action, accessing technology and finance for decarbonization, and preparing MSMEs for the low carbon transition though targeted, sector-specific skilling programs. The Senior Associate – Gender and Social Inclusion will work closely with project leads and the Director to support the program’s vision of enabling a low carbon, resilient, just and equitable development pathway for India. As a gender and social inclusion (GESI) specialist, the candidate will work collaboratively with the team to integrate the issues of gender equality and social inclusion. The candidate will broadly provide technical support to the team to: (a) build capacity within the team to apply GESI tools and approaches with climate lenses, (b) develop integrated activities within the projects support the inclusion of women and marginalized groups, and (c) collaborate with project partners disseminate and communicate effective approaches to jointly achieving GESI objectives and goals.How your day will unfold:The selected candidate will support the Climate Program at WRI India with the following: • Lead the conceptualization, planning, implementation and management of project activities to meaningfully incorporate gender and social inclusion considerations and lead to positive outcomes towards the same • Provide technical insights along with tools and resources to support the integration of GESI in the project activities • Engage and collaborate with the external partners and industry associations to identify opportunities to mainstream GESI tools, strategies, and processes within the project activities • Contribute to reporting, work planning, communications, etc. as need be based on the requirement of the project • Assist the team with developing capacity building modules related to gender and social inclusion, particularly informing the stakeholders about its importance, tools, and means for identifying opportunities, among others • Assist in developing research and/or communications material to disseminate new resources and efforts to promote GESI and environment/climate change integration • Conceive and produce high quality knowledge products and articles • Manage the project deliverables as per the standard and expectation of the organizationQualifications and Requirements we seek:• • Post-graduate in the related field • At least 7 years of full-time work experience working or commensurate experience, developing, implementing, and/or monitoring activities that foster the inclusion of women, Indigenous Peoples, youth, and other marginalized communities into environment, climate change and/or natural resource management and development programming • Experience in supporting donors on issues at the confluence of gender, social inclusion and climate actions • Familiarity with the policy landscape of climate issues both at the national and subnational level • Excellent research, writing, editing, and communication skills • Experience in writing proposals on the issues related to gender and social inclusion • Experience in leading and writing research papers on gender and social inclusion for academic journals, conferences, or international platforms preferred • Highly motivated, proactive workstyle, detail oriented, organized, and independent thinker • Ability to work independently and with a team • Fluent in English.
