ENERGY SYSTEMS PROGRAM AREA
The Energy Systems program area is focused on decarbonizing the economy by enabling collaboration and problem solving among electric and natural gas utilities and market operators, regulators, environmental advocates, consumer advocates, state and local governments, businesses, and other key stakeholders.
We work with groups of state governor&rsquo;s offices and environmental and energy regulators to develop and implement decarbonization plans; within the Midcontinent Independent Systems Operator stakeholder process on market rules and the transmission build-out; with states, utilities, and other interests to align utility business models with an affordable, reliable, and net-zero greenhouse gas energy system; with states, local governments, and other key actors to bring down the implementation costs of net-zero greenhouse gas technologies and increase consumer demand for net-zero greenhouse gas resources.
We foster collaboration and problem solving through complex stakeholder engagement processes. These often involve groups of 20-100 stakeholders that meet regularly over several months to develop a shared understanding of energy and climate policy and technology issues, discuss varying perspectives on those issues, and collaborate to identify actions to address those issues.

THIS POSITION&nbsp;
This position will play a lead role in the Energy Systems program&rsquo;s work on utility and regulatory innovation for both electric and gas utilities. The goal of this work is to advance regulatory frameworks, utility business models, and utility initiatives that can support reducing greenhouse gas emissions while also addressing reliability, affordability, equity, safety, and a just transition.
In this work, GPI serves as a consultant to both utilities and utility regulators with stakeholder engagement, meeting facilitation, summarizing party comments, and general advising for complex regulatory proceedings or utility filings. In addition, GPI independently convenes groups of stakeholders to collaboratively develop solutions that can advance innovation among and decarbonization of electric and gas utility systems.
Importantly, GPI does this work as a neutral convener, facilitator, and advisor. Candidates for this position must have the ability to work with a variety of individuals and organizations that may have different perspectives from the candidate.
The ideal candidate will have experience as a meeting facilitator, knowledge of energy regulatory issues, and familiarity with organizations in this space. The ideal candidate will also have excellent interpersonal relationship skills that will support working with a variety of people on challenging issues. Applicants should have experience facilitating meetings of multiple sizes, experience managing projects and people, and strong written and oral communication skills.&nbsp;

Programmatic leadership:&nbsp;

<li>Serve as a programmatic lead for work on a variety of utility and regulatory issues, which may include resource planning, distribution planning, innovation frameworks, performance-based regulation, interconnection of distributed energy resources, rate design, and transportation electrification, among other issues.</li>
<li>Assist utilities with designing and implementing stakeholder engagement processes to inform complex filings that will be submitted to their regulator and made open for comment from stakeholders. These engagement processes may include series of meetings with interested parties, followed by developing process summaries that will be attached to the utility&rsquo;s final filing.</li>
<li>Assist utility regulatory commissions with designing and implementing stakeholder engagement proceedings to solicit input on complex regulatory issues. These proceedings may include meetings, public comment periods, surveys, and other channels for soliciting input.</li>
<li>Work with partners to independently develop and convene stakeholder engagement processes that are seeking to address utility regulatory issues towards reducing greenhouse gas emissions in the energy sector.</li>
<li>Recruit and manage subcontractors that will complete technical analyses needed to inform stakeholder discussions, such as long-term decarbonization scenario planning.</li>
<li>Maintain knowledge about a variety of issues in the utility regulatory space, and throughout the states that GPI is working in.</li>
<li>Maintain existing and develop new partnerships with organizations working in the utility regulatory space to enable GPI to partner with others where such a partnership would be of benefit.</li>

Program Manager, Utility and Regulatory Innovation

ABOUT THE COALITIONThe Building Decarbonization Coalition (BDC) aligns building industry stakeholders with energy providers, environmental organizations and local governments to help electrify homes and workspaces with clean energy. Through convening, policy analysis and consumer awareness building, the Coalition is pursuing fast, fair action to accelerate the development of zero-emission homes and buildings that will help states across the nation cut one of its largest sources of climate pollution, while creating safe, healthy and affordable communities. POSITION SUMMARY BDC is bringing together policymakers, market actors, organized labor, environmental justice groups, advocates and other stakeholders across priority states and regions to co-create and advance a common approach to phasing out gas appliances. Together, the states we are targeting represent 60% of the U.S. gas demand in buildings.In this newly created position, the Illinois State Manager will bring deep energy and climate knowledge, political savvy, and coalition-building and campaigning experience to serve this place-based role in the respective region. The Illinois State Manager will report to the Director of State Mobilization and support BDC’s Groundswell campaign focused on accelerating nationwide momentum towards making building decarbonization and the clean energy transition inevitable. This position is designed for a highly motivated self-starter with prior local- and state-level building decarbonization policy and market development experience. The Illinois State Manager brings a knowledge and familiarity of the statewide players, the challenges and the opportunities in the state; and, will serve as the on-the-ground presence gaining expertise in the state’s existing strengths, gaps and greatest value add. There is flexibility in this position to be expanded into a Senior Manager role with scope that covers Illinois as well as overseeing additional scope for the entire midwest region. ESSENTIAL FUNCTIONSStrategy Development &amp; Implementation<ul><li>In partnership with the Director of State Mobilization and staff leadership, create and implement a state level strategy including short- and long-term goals and outcomes that cascade from an overarching strategic roadmap for achieving stated goals and objectives.</li><li>In support of the state building decarbonization roadmap, lead the development of the policy and regulatory agenda for building decarbonization at state level..</li><li>Serve as BDC’s main point of contact in relevant in-state and regional coalitions.</li><li>Develop and cultivate relationships with key state policymakers, external partners, and in-state allies (local non-profits, communications firms, lobbyists, etc.) in key states.</li><li>Identify lobbying, communications, advocacy and other strategic partnerships needed to succeed, and develop and oversee consultant and technical assistance contracts to implement them.</li><li>Working with BDC’s federal lobbyist and Director of State Mobilization, track key IRA guidance and funding opportunities as they relate to BDC’s state and/or regional work.</li><li>Continuously improve knowledge of state-level building decarbonization, environmental justice, and equity policies and integrate it into the state and/or regional work.</li></ul>Policy Research, Analysis &amp; Technical Assistance<ul><li>Serve as the lead point person on policy education and communication with Illinois policymakers and regulators, including developing strong relationships, identifying opportunities and priorities and working in coalition with others to move the Coalition’s policy agenda forward.</li><li>Working with BDC’s communications and research teams, identify and implement research, analysis, and technical assistance needs in the region.</li><li>Oversee production strategic documents and/or marketing materials to advance the policy agenda and establish the Coalition as the go-to resource for policymakers and regulators.</li></ul>Market Development<ul><li>As part of the state building decarbonization roadmap, and working with BDC’s Market Transformation team, establish a market development agenda for the state that includes the strategies and partnerships necessary to transform the market toward building electrification in alignment with the Coalition’s national strategic plan.</li><li>In partnership with the Director of Communications, support the development of consumer awareness building campaigns and efforts that clarify the customer and industry value propositions, inspire improvements in the supply chain and leverage a policy environment that supports building decarbonization. </li><li>Determine the need for and facilitate industry- or equipment-specific and/or state-focused working groups to advance building decarbonization within the state.</li><li>In partnership with the Market Transformation team, support the facilitation and implementation of market development activities such as changes to  equipment/appliance specifications, industry-led consumer awareness campaigns, innovative financing and program design (incentives) and workforce development.</li><li>Support BDC’s Thermal Networks Sr. Manager with identifying opportunities and to advance TENs and to educate policymakers, legislators, organized labor, environmental justice advocates, utility companies, regulators, and clean energy advocates on the potential benefits of TENs in the state. </li></ul>Resource Development &amp; Management<ul><li>In partnership with the Director of State Mobilization, identify key initiatives, scope the funding needs for the Coalition’s state-based strategies. </li><li>In partnership with the Deputy Director and Director of State Mobilization, oversee the build out of any state-based support needs, including the recruitment and hiring of any contractor and consulting staff.</li><li>Coordinate with other program teams (Communications, Groundswell, Consumer Inspiration, Operations) as needed to accomplish organizational objectives.</li><li>Represent BDC at key conferences, events, webinars, etc. and in the media as needed.</li></ul>SKILLS &amp; QUALIFICATIONS<ul><li>Strong commitment to the mission, policies and goals of BDC, and a proven track record of accomplishments and subject matter expertise in the building decarbonization or climate space. </li><li>Political sophistication and policy analysis, exceptional coalition building skills and the ability to communicate, work effectively and build consensus among a variety of internal and external stakeholders; grassroots organizing experience a plus.</li><li>Mastery of relationship-building skills with a wide range of diverse internal and external constituencies.</li><ul><li>Experience with successful public-private partnerships with diverse stakeholders who may possess divergent viewpoints and agendas;
