Job Description

Purpose of the role:

This role is responsible for executing government affairs strategy for Brookfield in China, managing government and public affairs to build a good government relationship, and creating a favourable environment that is beneficial to Brookfield’s business development  in China. The primary areas of focus include Central Government departments in Beijing and other local governments in South China.

Key Responsibilities:

  • Establish and maintain strategic partnerships with relevant government departments/financial regulatory bodies/central or local SOEs to develop and improve the government affairs strategy;

  • Work closely with related corporate functions and business groups in support of business growth, operation planning, deal making, fundraising and issues management;

  • Establish and maintain strong contacts and cooperative relationship with key government stakeholders in the Central Government, e.g. CSRC/AMAC, NFRA, NDRC etc.,  other cities (e.g. the South China) related to Brookfield’s business and support the maintenance of a sound relationship with relevant SOEs to facilitate business development as well as fundraising and renewable\real estate fund exits;

  • Identify and leverage appropriate platforms such as e.g. roundtables/seminars organized by government or industry associations to promote Brookfield Asset Management’s corporate reputation among key stakeholders and enhance industry influence and government recognition;

  • Support site operations teams on government engagement in various matters, e.g. land use, tax, subsidy, license, government deals, environment;

  • Coordinate and facilitate high level government meetings/visits and executive engagement with government, and act as a representative of Brookfield with local and central government; handle tasks that support stakeholders of the company including but not limited to meeting/visits preparations and arrangements, participation of local government platforms and events, routine one-on-one meetings;

  • Coordinate sustainability and ESG initiatives and programs across different business verticals and promote Brookfield ESG best practices to tell a good Brookfield story, enhance branding and build trust with key stakeholders, including but not limited to knowledge sharing and research projects, CSR programs, etc.

  • Track and monitor local and central government policies and regulatory changes, and provide briefings and policy consultation to China executives and HQ leaders; Lobby governments on policies related to renewable energy, real estate.

  • Understand the crisis management response and effectively coordinate the handling of any crisis on government and public affairs.

Key Experiences:

  • Strong business acumen. Previous experience of working   for renewable energy or real estate industry is highly preferred

  • Proven track record of successful government affairs management (especially 2G deal making),  with 5-7 years experience in government affairs;

  • 5+ years experience working within the Central Government or local government is mandatory.

  • Experience in relation to financial services (eg. PE, VC, bank, mutual fund, investment bank etc) is mandatory;

  • Extensive experience in dealing with central or local level government and SOE relations is required;

  • An expert on Chinese government systems and dynamics with strong existing relationships with Central Government and local governments;

  • Proven capability to deliver tangible and quantifiable results through a multi- functional organization

  • Previous experience in deal making and fundraising to government, SOE or state owned insurance companies is a plus.

  • Previous experience related to ESG is preferred.

Key Requirements:

  • Superior communication, both written and spoken coupled with negotiation skills in both English and Chinese

  • Excellent presentation skills in Chinese and English;

  • Being able to drive deals with governments or SOEs.

  • In-depth understanding of Chinese government work structure, work flows, policy-making process, policy trends, protocols and etiquette.

  • Sound understanding and appreciation of the historical, cultural and political nuances in China.

  • Proficient in  drafting official correspondence to facilitate effective government engagement and communication.

  • Extensive network with government agencies and industry associations.

  • Ability to drive inclusive practices

  • Good strategic mindset and holistic and forward-thinking mentality

  • Ability to take prompt actions and be agile.

  • Risk sensitivity related to government and capabilities in crisis and issue management.

  • Ability to work across different functions and groups to achieve objectives.

  • Strong analytical skills for dealing with complicated issues.

  • Exhibit a strong results-oriented approach, dedicated to achieving quantifiable GA outcomes.

  • Highest level of integrity and compliance in working with government and any State Owned Operators and prepared to act in accordance with Brookfield’s robust Code of Conduct at all times.

  • Undergraduate and/or Post graduate degree in finance, business administration, marketing, communications or legal.

  • Master’s degree in business, economics, law, public administration or political science is a plus.
