The Role
We are seeking a Regulatory Affairs Manager to join our team to lead and broaden the impact of our ongoing regulatory affairs efforts across the United States. You will be responsible for analyzing, communicating, and advocating for a state and regional regulatory climate to support our operations and foster an environment supportive of our microgrid development and deployment efforts.  There will be a lot of collaboration with other departments throughout Scale, so we're looking for someone to work a hybrid schedule based out of our Ridgewood, NJ, or NYC office.


Key responsibilities will include:

  • Prepare and implement annual (and ad-hoc) strategic planning to detail Scale’s efforts to improve state and ISO/RTO markets for microgrids, including renewable energy, dispatchable generation and batte,ry storage deployment
  • Analyze regulatory trends likely to impact Scale’s operations and communicate relevance to key business teams and leaders. Continuously evaluate how new policies should/will impact sales strategy and then drive implementation of those changes
  • Monitor and analyze regulatory and utility program developments at the federal, state, and local levels to inform market and product development strategies
  • Collaborate with the Business Development (BD) and project acquisition teams to prioritize target markets and projects based on utility program incentives, regulatory conditions, and policy forecasts
  • Evaluate risks and opportunities associated with existing regulations and regulatory changes, interpreting and translating them into actionable recommendations for leadership and other internal stakeholders
  • Create and distribute regulatory strategies, decisions, and key updates for internal stakeholders
  • Identify and track utility/state programs and incentives that align with Scale’s offerings, ensuring projects are designed to capture available benefits
  • Partner with internal teams to ensure that regulatory insights are integrated into product development and market entry strategies
  • Support New Market entry by addressing regulatory and utility program barriers when entering new territories
  • Work with Compliance and Operations teams to set up business processes to ensure projects align with all applicable rules, regulations, and reporting requirements
  • Collaborate with BD, Capital Solutions, and Project Analysis teams to incorporate program revenue assumptions and operating restrictions into financial models and project collateral (including contracts, internal approval memos, lender Q&A, etc.)
  • Proactively interpret complex regulatory frameworks across multiple jurisdictions as needed to support the growth of the business
  • Act as a liaison with regulatory bodies and utilities to resolve program participation challenges and enhance Scale’s partnerships
  • Advocate on behalf of various stakeholders to expand the market opportunity and facilitate the execution of the strategic business and mission of the company
  • Coordinate with internal and external policy team members, build relationships with regulatory agencies, and industry stakeholders to influence regulatory outcomes that align with Scale’s goals
  • Represent Scale by actively participating in key regulatory proceedings, utility committee meetings, and program design processes

The Ideal Candidate

  • 5+ years in regulatory affairs, energy policy, or market strategy roles, ideally within renewable energy, utilities, or microgrids
  • Understanding of commercial and industrial on-site distributed energy projects, electricity rate tariffs, wholesale market participation, and current regulatory environment in key US states
  • Experience navigating ISO-NE, NYISO, PJM, and/or CAISO markets preferred
  • Familiarity with distributed energy technologies (e.g. microgrids, energy storage) and utility program dynamics in one or more key markets is preferred
  • Exceptional analytical skills with the ability to distill complex regulations into strategic insights
  • Strong relationship-building and communication skills to engage with internal teams and external stakeholders effectively
  • Ability to anticipate and influence future public utility commissions and state allocations of incentives and infrastructure dollars
  • Project management capabilities to coordinate efforts across multiple teams and priorities, while balancing competing priorities
  • Ability to foresee market shifts before they materialize and then act accordingly
  • Proactive, self-motivated, and able to work autonomously in a fast-paced environment
